Quality of Life of Seniors in Pardubice in Context of the Act on Social Services and Care Allowances - Present and Prognosis

Abstract:

V současné společnosti je v centru pozornosti demografické stárnutí obyvatelstva na celosvětové, evropské i národní úrovni. Prodlužování lidské věku přináší mnohé otázky. Stárnutí je mnohdy vnímáno negativně a přináší společnosti zejména otázky jak se postavit k současné situaci i k prognózám dalšího stárnutí. Analýza stávající situace, s ohledem na historický kontext a prognóza dalšího vývoje vedou k potřebě vytvářet nové strategické materiály a koncepce, dává prostor pro pozitivní přístup ke stárnutí s vnímáním stárnutí jako příležitosti. Veřejná správa je součástí demokratické společnosti a na stárnutí populace by měla reagovat podle potřeb seniorů. Město Pardubice je mezi 10 největšími městy ČR, které cítí potřebu řešit problematiku stárnutí populace. Na základě demografických zjištění byl v Pardubicích proveden výzkum na měření kvality života seniorů v kontextu zákona o sociálních službách a příspěvku na péči. Výsledky výzkumu s využitím komparace problematiky v České republice i Evropě jsou koncipovány jako podklad pro doporučení implementace do strategických materiálů města Pardubic v podobě ?Strategie aktivního a zdravého stárnutí v Pardubicích?, který bude následně předložen politické reprezentaci.

Abstract:

In the contemporary society great attention has been paid to aging at the global, European and national level. Extending human age brings many questions. Aging is often perceived negatively and brings particular issues dealing with the current situation as well as forecasts of further aging. Analysis of the current situation with regard to the historical context and the prognosis of further development lead to the need to create new strategic materials and concepts, provide space for a positive approach to aging with the perception of aging as an opportunity. Public Administration is a part of a democratic society and the aging population should respond to the needs of seniors. The City of Pardubice belongs among the 10 largest cities of the Czech Republic feeling the need to address the issue of population aging. On the basis of demographic findings in Pardubice a research on measuring the quality of life of older people in the context of the Social Services Act and the allowance for care was carried out. The results of the research using comparison issues in the Czech Republic and Europe are designed as a basis for recommending the implementation of strategic materials to the City of Pardubice in the form of the "Strategy of Active and Healthy Aging in Pardubice", which will be submitted to political representation of the City.
