Family and Immigration Policy in Context of the Czech Pension Reform

Abstract:

V důsledku zhoršování demografické situace v České republice přibývá osob v důchodovém věku a ubývá ekonomicky aktivních přispěvatelů do důchodového systému. Nastává tak nerovnováha mezi příjmovou a výdajovou stranou současného penzijního systému, který funguje pouze v případě, že je počet ekonomicky aktivního obyvatelstva vyšší než počet obyvatel v postproduktivním věku. Protože existují možnosti, jako jsou růst porodnosti a mladé imigrace, kterými je teoreticky možné demografické stárnutí obyvatelstva zmírnit a možná i zastavit, bylo cílem práce zhodnocení rodinné a imigrační politiky a také zhodnocení jejich možného vlivu na zlepšení demografické situace a stavu penzijního systému v České republice. Na základě získaných poznatků nedoporučuji řešit problémy penzijního systému pouze prostřednictvím rodinné a imigrační politiky. Ty by měly být pouze součástí celého komplexu opatření, které by jako celek vedly ke zlepšení současného stavu.

Abstract:

As a result of the worsening of demographical situation in the Czech Republic the number of retirees increases and the number of gainfully employed people in the pension system decreases. Total expenditures are higher than total revenues of the current pension system, which works well, only if the number of gainfully employed people is higher than the number of retirees. There are many theoretic possibilities how to reduce or perhaps to stop demographical ageing of population, for example natality and young immigration increase. The aim of the paper is to review the family and immigration policy and their possible influence on the improvement of demographical situation and situation of pension system in the Czech Republic. I recommend not to solve problems of the pension system only by the family and immigration policy. This policies should be only a part of the whole complex of precautions, which would improve the current situation.
