Base II - impact on Czech banks

Abstract:

Cílem mé bakalářské práce je zhodnocení dopadu nových pravidel kapitálové přiměřenosti na konkrétní české banky. Celé problematice se věnuji postupně od počáteční fáze Basel I, vyzdvihuji základní principy těchto pravidel, nedostatky a důvody, které vedly k vzniku Basel II. Pro zjištění a analýzu dopadů na české banky v aplikační části sleduji vývoj jejich kapitálové přiměřenosti během období deseti let. V práci rozebírám vývoj tohoto ukazatele a komentuji dosažené výsledky. V další části práce pak srovnávám kapitálovou přiměřenost jednotlivých bank a analyzuji dopady Basel II v širší souvislosti i vzhledem k makroekonomickému vývoji ČR. Při této analýze vycházím také z prováděných zátěžových testů Českou národní bankou. V aplikační části dále rozebírám konkrétní systém řízení rizik a oceňování rizikově vážených aktiv v České spořitelně a okrajově přibližuji software využívaný bankami pro řízení rizik. Samostatnou kapitolu věnuji také aktuálním otázkám zavedení nových pravidel Basel III, které v současné době vznikají, a to v reakci na nedávnou ekonomickou krizi. Cílem mé práce je také objasnit, z jakého důvodu právě basilejská pravidla nedokázala zabránit vzniku krize, a tedy jaké mají slabiny.

Abstract:

The aim of this work is to evaluate the impact of new capital adequacy rules to specific Czech banks. I am assessing this issue from the initial phase of Basel I, highlighting the basic principles of these rules, weaknesses and the reasons which led to the creation of Basel II. To identify and analyse the impact on Czech banks in application part of my work I track their capital adequacy over a period of ten years. I also analyze the development of this and comment on the results. In the next section I compare the capital adequacy of different banks and analyze the impact of Basel II in a wider context of macroeconomic development of the Czech Republic. Following this, I draw conclusions based on the stress tests conducted by the Czech National Bank. The application part also contains analysis of the particular risk management system and evaluation of risk-weighted assets in Česká spořitelna, a.s. and I introduce the software used by banks for risk management. A separate chapter is devoted to the current issues of the new rules of Basel III, which are currently being created as a to the recent economic crisis. The aim of my work is to explain precisely why the Basel rules failed to prevent the crisis, and therefore what are their weaknesses.
