Abstract:

Předložená bakalářská práce je zaměřena na problematiku neziskového sektoru a příspěvkových organizací včetně analýzy Knihovny města Plzně. V teoretické části je popsána definice neziskového sektoru, jeho poslání, historický vývoj, dělení neziskových organizací a právní úprava. Příspěvkové organizace jsou nejprve popsány podle jejich zřizovatele a s tím související právní úpravou. Podrobněji jsou rozebrány příspěvkové organizace územních samosprávních celků. Jsou zde popsány náležitosti, které musí být splněny při vzniku nebo zániku organizace. Dále je zde analyzována problematika financování příspěvkových organizací včetně porušení rozpočtové kázně. Popsán je způsob nakládání s majetkem a jeho inventarizace. Poslední část bakalářské práce je zaměřena na analýzu Knihovny města Plzně z pohledu právní úpravy, činnosti, historie, statutárního orgánu a statistických údajů organizace. Podrobněji je rozebráno finanční hospodaření organizace.

Abstract:

This bachelor´s thesis is focused on the problems in the nonprofit sector and governmental organizations, including the analysis of Pilsen Municipal Library. The theoretical part describes the definition of the nonprofit sector, its mission, its historical development, the division of non-profit organizations and legislation. The state-funded institutions are initially described by its founder and by the related legislation. Minutely are analyzed the state-funded institutions of territorial self-government units. In this thesis are described the requirements that must be fulfill for the formation or dissolution of the organization. There is also analyzed the problem of financing of state-funded institutions, including the violation of budgetary discipline. Also the method of disposal of the property and its inventory is described in detail. The last part of the thesis is focuses on the analysis of Pilsen Municipal Library in terms of legislation, activities, history, statutory authority and statistics organization. In more detail is also discussed the financial management of the organization.
