Problematic aspects of the accession negotiations between the EU and Croatia

Abstract:

Cílem této bakalářské práce je analyzovat vybrané problematické aspekty, které výraznějším způsobem zasáhly do přístupových vyjednávání mezi EU a Chorvatskem a z hlediska těchto negociací měly relevantní význam. Analyzovány jsou pouze ty nejproblematičtější – dlouhotrvající spor Chorvatska a Slovinska o Piranský záliv, (ne)spolupráce Chorvatska s Mezinárodním trestním tribunálem pro bývalou Jugoslávii a práva národnostních menšin v Chorvatsku. Z metodologického hlediska je výběr problémových témat založen na hodnoceních Evropské komise, která tato sporná místa identifikovala ve zprávách o pokroku z let 2005-2010 týkajících se Chorvatska. Snahou autora je odpovědět na otázku, jak vybrané sporné body ovlivnily a ovlivňují (především co se týče rychlosti procesu) přístupová vyjednávání EU a Chorvatska jako země, která má předpoklady se v nejbližší době stát členským státem EU.

Abstract:

The aim of the submitted bachelor thesis is to analyse selected problematic aspects, which have intervened into the accession negotiations between the European Union and Croatia in an expressive way and in a light of these negotiations have had relevant meaning. In the thesis are analysed only the most problematic ones – long-running Piran bay dispute between Croatia and Slovenia, (non)cooperation of Croatia with International Criminal Tribunal for the former Yugoslavia and rights of national minorities in Croatia. From methodological point of view, the selection of troubled topics is based on evaluations of the European Commission that identified these controversial areas in the progress reports from years 2005-2010 applicable to Croatia. Author’s effort is to answer the question how selected disputed points affected and has influenced (above all, concerning the speed of the process) accession negotiations between EU and Croatia as the country, which has prerequisites shortly become the member state of the EU.
