Is Eurozone so-called Optimum Currency Area?

Abstract:

Diskuze o tom, zda eurozóna (EMU) tvoří tzv. optimální měnovou oblast, se opět rozšířily s příchodem hospodářské a finanční krize. Silné kritice byly podrobeny nejen "klasické" poznatky této teorie z 60. let 20. stol. spojené se jmény Mundell, McKinnon a Kenen, ale také novější přístupy k teorii, především tzv. endogenita optimální měnové oblasti. Kritika konceptu endogenity je spojena s názory Paula Krugmana, který v hlubší integraci spatřuje možnost vzniku vyšší divergence mezi členy monetární unie. Opačný pohled připouští P. De Grauwe. Zdali došlo k celkovému nesplnění některých z podmínek optimální měnové oblasti v případě EMU, je do jisté míry subjektivní záležitostí. Na druhé straně převažuje názor o nižší mobilitě na trhu práce v rámci EMU, uzavřenosti určitých členů a užší diverzifikaci vybraných ekonomiky eurozóny. Verifikace endogenity optimální měnové oblasti je také značně rozporuplná. Z výše uvedeného lze vydedukovat, že EMU jako celek netvoří optimální měnovou oblast.

Abstract:

Discussion about whether the euro area (EMU) form the so-called Optimum currency area is again with the advent of the economic and financial crisis. Strong criticisms were subjected not only "classical" knowledge of the theory of the 60s of the 20th centur. associated with the names Mundell, McKinnon and Kenen, but also newer approaches to the theory, especially the so-called endogeneity of optimum currency areas. Criticism of the concept of endogeneity is associated with the views of Paul Krugman, who sees deeper integration of the possibility of greater divergence between members of the monetary union. The opposite view admits P. De Grauwe. Whether there was an overall failure of some of the conditions of optimum currency area if EMU is to some extent subjective. On the other hand, the prevailing view of lower mobility in the labor market in the context of EMU, isolation of certain members of a narrower diversification of selected euro area economy. Verification endogeneity of optimum currency area is also very inconsistent. From the above it can be deduced that the EMU as a whole does not constitute an optimal currency area.
