Občan versus stát: zajištění bezpečnosti

Abstract:

Bakalářská práce je zaměřena na zhodnocení možností vlastní ochrany a obrany občana, porovnání možností zajištění bezpečnosti státními orgány a občanem samotným a určením výhod a nevýhod těchto kompetencí. Dále bude vyhodnoceno, zda-li je legislativa nastavena tak, aby mohla předejít některým, veřejně známým, nejastnostem či politovánímhodných kauzách spojené s tímto tématem, a to vše na základě studia odborných dokumentů, publikací a analýzy. V další části bude použito dotazníkové šetření na získání názorů ohledně zajištění bezpečnosti napříč spektrem občanů ČR. V závěrečné části bude zhodnoceno a navrhnuto vylepšení v rámci zajištění bezpečnosti občana České republiky s cílem zlepšit pravomoce a legislativu, která by umožnila větší flexibilitu ve vlastní ochraně a obraně jak proti vnitřnímu, tak proti vnějšímu nebezpečí.

Abstract:

The bachelor thesis is focused on evaluating the possibilities of self-protection and defense of the citizen, comparing the possibilities of ensuring security by state authorities and the citizen himself and determining the advantages and disadvantages of these competences. It will also be evaluated whether the legislation is set up in such a way that it can prevent some, publicly known, ambiguities or regrettable cases related to this topic, all based on the study of professional documents, publications and analysis. In the next part, a questionnaire survey will be used to obtain opinions on ensuring safety across the spectrum of Czech citizens. In the final part, improvements will be evaluated and proposed to ensure the security of the citizen of the Czech Republic in order to improve the powers and legislation that would allow greater flexibility in their own protection and defense against both internal and external dangers.
