EU Gender Equality Policy with emphasis on selected instruments for its promotion

Abstract:

Práce se zabývá tématem politiky rovnosti žen a mužů v Evropské unii se zaměřením na užívání pozitivních opatření. V první části jsou vymezeny základní pojmy vztahující se k problematice. Druhá kapitola se zaměřuje na vývoj genderové politiky Evropské unie od Římských smluv až do současnosti. Třetí a nejobsáhlejší část práce se věnuje konceptu pozitivních opatření v EU. Konkrétně se zabývá jejich ukotvením v psaném právu a související činností Evropského soudního dvora. Kromě toho jsou v práci rozebrány tři příklady zavedených pozitivních opatření v zemích EU a Norska se srovnáním a zhodnocením jejich dopadů. Poslední podkapitola nastiňuje nejbližší výzvy do budoucnosti, které Evropskou unii v souvislosti s užíváním pozitivních opatření v boji za rovnost žen a mužů čekají.

Abstract:

The thesis deals with the topic of gender equality policies of the European Union with the emphasis on the use of positive measures. The basic terms related to the topic are explained in its first part. It then goes on to describe the evolution of EU gender equality policies since the Treaty of Rome until today. The third part of the thesis is engaged in the positive measures in the EU. In particular, it demonstrates how the concept is shaped by EU law and the European Court of Justice. Besides from that the thesis demonstrates three examples of positive measures introduced by EU countries and Norway and provides their comparison and evaluation. The last chapter drafts the most urgent challenges related to the use of positive measures in the way towards equal gender rights, which European Union will need to face in the very future.
