The Movement Hamas in the Egyptian Foreign Policy

Abstract:

Práce se věnuje diskursu současné zahraniční politiky Egypta. Zabývá se dílčím segmentem zahraniční politiky a to vztahu k palestinské otázce. Práce je koncipována do dvou dílčích částí. První část seznamuje čtenáře nejprve s metaforou dvouúrovňové hry a jejích výhod oproti realistickému a liberálnímu přístupu k analýze zahraniční politiky. Dále je věnován prostor obecné analýze zahraniční politiky Egypta, ve která jsou identifikováni klíčoví aktéři a ideové zdroje. Závěr první části práce se zabývá zahraničními vztahy Egypta s relevantními aktéry.Druhá část práce je analýzou vlivu mocenské změny na palestinské politické scéně a jejího vlivu na směřování egyptské zahraniční politiky. Čtenář je blíže seznámen se třemi konkrétními událostmi, které se odehrály mezi lety 2006-2009: palestinské volby (leden 2006), převzetí moci Hamásem v pásmu Gazy (červen 2007), izraelská vojenská operace Cast Lead (prosinec 2008 - leden 2009). Na základě analýzy oficiálních dokumentů egyptských představitelů, novinových komentářů a studií nezávislých think tanků je vždy konkrétní situace nahlížena v její komplexní podobě pro egyptskou politiku. Závěr práce pak vyhodnocuje dosažené výsledky a snaží se rozpoznat vývoj postoje egyptské zahraniční politiky k palestinské otázce ve výše zmíněném časovém období.

Abstract:

The thesis deals with the discourse of the Egyptian foreign policy. In particular, it focuses on the relationship between Egypt and Palestinian question. The thesis is composed of two main parts. The first segment acquaints the reader with the metaphor of two-level game and its advantages compared to the realistic and liberal approaches to the FPA. Then, there are identified key-actors and ideological sources of the FP discourse.Eventually, there is an overview of the Egyptian foreign relations with significant actors. The second part brings an analysis of the power shift at the Palestinian political scene and its response in the realm of Egyptian FP. The reader is acquainted with following three events that occurred in the period from 2006 to 2009: Palestinian elections (January 2006), the Gaza takeover by Hamas (June 2007), the Israeli military operation Cast Lead (December 2008 - January 2009). Based on the analysis of official Egyptian documents, commentaries of daily newspapers and studies of independent think-tanks is every event viewed as a complex issue regarding Egyptian politics. The conclusion evaluates reached outputs and aims to identify the attitude of the Egyptian FP towards the Palestinian question in the above mentioned timeframe.
