Malé a střední podniky formují přirozené podnikatelské prostředí, zvyšují hybnost trhu, jsou schopni pohlcovat hlavní část pracovních sil, které jsou uvolněné z velkých podniků. Jsou důležitou složkou ekonomické soustavy. Rozhodující jsou zde podmínky, ve kterých jsou schopni rozvíjet svou ekonomickou činnost.
