Good neighbourliness as a condition for EU membership: Case study of Serbia

Abstract:

Práce zkoumá význam dobrých sousedských vztahů v přístupovém procesu Evropské unie. Jejím hlavním cílem je tuto podmínku konceptualizovat, k čemuž využívá dosavadní poznatky o fungování principu kondicionality v rozšiřovací politice Unie. Rozsah konceptualizace je přitom definován trojicí výzkumných otázek, které se zaměřují na kondicionalitu členství, podstatu naplnění podmínky a na postavení kandidátského státu vůči sousední zemi a EU. Druhou část práce pak tvoří případová studie, v níž je koncept aplikován na podmínku normalizace vztahů mezi Bělehradem a Prištinou v rámci přístupového procesu Srbska.

Abstract:

The thesis examines the importance of good neighbourly relations in the process of accession to the European Union. Its main objective is to conceptualize this condition, which it does by using existing knowledge about the functioning of the conditionality principle in the EU enlargement policy. The scope of the conceptualization is defined by three research questions focusing on the membership conditionality, the essence of fulfilling the condition, and the relative position of a candidate against the neighbouring country and the EU. The second part of the thesis consists of a case study where the concept is applied to the normalization of relations between Belgrade and Pristina within the accession process of Serbia.
