Comparison of Health Care Systems Selected Countries mainly from the Perspective of Solidarity and Equivalence

Abstract:

Práce se zabývá komparací systémů zdravotní péče v České republice a v Anglii se zvláštním zřetelem na principy solidarity a ekvivalence ve zdravotnictví. Solidarita a ekvivalence jsou dlouhodobými tématy všech sociálních systémů vyspělých zemí. Na první pohled se může zdát, že tyto principy působí proti sobě, ve skutečnosti jsou však spojovány velmi úzkými vazbami a vzájemně se doplňují. Současné nastavení systémů se jeví jako neudržitelné a vznikají tlaky na změnu financování zdravotní péče, s tím souvisí změny v proporci těchto principů. Tyto transformace jsou celosvětovým fenoménem a týkají se rovněž České republiky a Anglie, kde byla započata celá řada reformních kroků. Míru solidarity a ekvivalence vyjádříme, na základě analýzy a srovnání dostupných dat, ve způsobu a struktuře financování zdravotní péče, v objemu spoluúčasti pacientů, daňové a pojistné zátěži a rovněž v přístupu pacientů ke zdravotní péči.

Abstract:

This thesis will deal with comparison of healthcare systems in Czech Republic and England with particular reference to the principles of solidarity and equivalence in healthcare. Solidarity and equivalence are long-term issues in all social systems in advanced countries. At first glance it may appear that these principles act against one other, in fact there a number of very close ties between them. Current setting of the systems seems to be unsustainable and there are the pressures for change in the financing of healthcare, with related changes in the proportion of these principles. These transformations are a global phenomenon and they are also covered of systems in Czech Republic and England, where began series of reform steps. The rate of solidarity and equivalence we express based on the analysis and comparison of the available data in the way and structure of financing of healthcare, in the amount of patient participation, burden of tax and insurance and also in access to the healthcare.
