The Development of the Position of EU High Representative for the CFSP

Abstract:

Bakalářská práce se zabývá vývojem funkce Vysokého zmocněnce pro Společnou zahraniční a bezpečnostní politiku EU, a to jak jeho postavením v rámci institucionální struktury, tak i jeho pravomocemi. V práci je rozebrána původní úprava podle Amsterdamské smlouvy, která danou funkci založila v r. 1999, následuje zkoumání plánovaných změn v konventní i mezivládní verzi Smlouvy o Ústavě pro Evropu, která ovšem nakonec nevstoupila v platnost, a zakončena je úpravou podle Lisabonské smlouvy, jež je platná v současné době. Vysoký zmocněnec se stal Vysokým představitelem Unie pro zahraniční věci a bezpečnostní politiku a došlo k zásadním reformním opatřením, jejichž cílem bylo dosažení větší koherence Společné zahraniční a bezpečnostní politiky navenek, a to zejména odstraněním negativních vlivů rotujícího předsednictví a zmenšením počtu aktérů aktivních na poli SZBP.

Abstract:

The Bachelor thesis focuses on the development of the position of EU High Representative for the Common Foreign and Security Policy both in terms of its place within the institutional structure and in terms of its powers. The thesis offers an analysis of the former arrangement as it was stipulated by the Treaty of Amsterdam that created the post in 1999, then deals in detail with the planned amendments suggested in the Convention and intergovernmental versions of the Treaty establishing a Constitution for Europe - a treaty that, however, never entered into force – and, finally, examines the amendments made by the Treaty of Lisbon that is in force today. The High Representative became the High Representative of the Union for Foreign Affairs and Security Policy and important reform changes were implemented with the aim to strive towards a greater outward coherence of the Common Foreign and Security Policy, especially towards the elimination of the negative effects caused by the rotating presidency and by the decreasing number of actors taking active part in the Common Foreign and Security Policy.
