Každý stát EU vytváří vlastní systém krizového řízení a odpovídá za ochranu svých obyvatel. Jestliže jeho kapacity nestačí k odvrácení krizové situace nebo je naopak požádán jiným státem o pomoc, může využít koordinační role, kterou mu EU nabízí. Abstract:
Every EU member state creates its own crisis management system and is responsible for protection of its citizens. If its capacities are not sufficient to avert crisis situation, or if it is conversely asked for a help by another state, it can use the coordination role which the EU offers.
