Morální dilema v rozhodování o výši spotřební daně z tabákových výrobků v ČR

Abstract:

Cílem bakalářské práce bylo identifikovat vztah mezi nastavením výše spotřební daně (SD) tabákových výrobků v ČR a inkasem SD z tabákových produktů do státního rozpočtu ČR v časovém rozmezí 2013-2021. Pro zobrazení vývoje sazby a způsobu stanovení SD z tabákových výrobků v ČR byla použita rozdílová metoda srovnání. Vztah mezi příjmy státního rozpočtu ze SD z tabákových výrobků a výší SD z tabákových výrobků v ČR byl vyjádřen za pomoci regresního modelu. Vývojové tendence nelegálních tabákových produktů na území ČR byly zobrazeny za použití regrese časové řady. Pro výpočet čistých daňových výnosů SD z tabákových výrobků v ČR byla použita rozdílová metoda srovnání. Výše vynaložených nákladů státem spojených s kouřením byla definována na základě hloubkové analýzy literárních zdrojů na portálu Web of Science, kde byl využit výpočet na základě % výše z HDP ČR. Výsledky prokázaly, že sazby SD v jednotlivých letech měly vzrůstající tendenci s výjimkou jednoho roku, kdy nedošlo ke změně SD. Na druhou stranu je z výsledků patrné, že zvýšení SD neznamená automaticky větší příjem do státního rozpočtu. Dále jsou zde další faktory, které ovlivňují výběr SD z tabákových výrobků, např. nelegální obchod s tabákovými produkty. Nabízí se možnost použití dalších výzkumných metod a zdrojů dat pro vyjádření vývoje nelegálního obchodu s tabákovými produkty, pro vyjádření výše nákladů státu souvisejících s kouřením.

Abstract:

The aim of the bachelor thesis was to identify the relationship between the setting of the excise duties (ED) of tobacco products in the Czech Republic and the collection of ED from tobacco products into the state budget of the Czech Republic in the period 2013-2021. To display the development of the rate and the method of determining the ED from tobacco products in the Czech Republic, the difference method of comparison was used. The relationship between the income of the state budget from ED from tobacco products and the amount of ED from tobacco products in the Czech Republic was expressed with the help of a regression model. Development tendencies of illegal tobacco products in the territory of the Czech Republic were displayed using time series regression. The difference method of comparison was used to calculate the net tax revenues of ED from tobacco products in the Czech Republic. The amount of costs incurred by the state related to smoking was defined based on an in-depth analysis of literary sources on the Web of Science portal, where a calculation based on % of the GDP of the Czech Republic was used. The results showed that ED tax rates in individual years had an increasing tendency, with the exception of one year when there was no change in ED. On the other hand, it is evident from the results that an increase in ED does not automatically mean a larger ED in the state budget. Furthermore, there are other factors that influence the choice of ED from tobacco products, e.g. illegal trade in tobacco products. It is possible to use other research methods and data sources to express the development of illegal trade in tobacco products, to express the amount of state costs related to smoking.
