Rules as Instrument of Fiscal Sustainability Policy

Abstract:

Předmětem bakalářské práce „Pravidla jako nástroj politiky fiskální udržitelnosti“ je popsání problematiky fiskální udržitelnosti při využití fiskálních pravidel. V teoretické části je práce zaměřena na vysvětlení fiskální udržitelnosti, její definici a způsoby měření. V této části se práce také věnuje fiskálním pravidlům. Krátce poukáže na jejich vývoj, využití a zaměří se především na jejich druhy. Cílem praktické části je vysvětlení a analýza fiskálních pravidel, kdy jsou rozebrána pravidla využívaná v Evropské unii, respektive eurozóně, Švýcarsku a v České republice, a to se zaměřením na jejich důsledky a vlivy na fiskální udržitelnost. Součástí práce bude také návrhová část, doporučení vhodného fiskálního pravidla pro Českou republiku.

Abstract:

The topic of the bachelor thesis „Rules as Instrument of Fiscal Sustainability Policy” is description of fiscal sustainability´s possible problems when following the rules and instrument of fiscal policy. The theoretical part of the thesis is then focused on the explanation of fiscal sustainability, its definition and ways how to measure it. We will take a look at the fiscal rules, we will shortly point out their evolution, use and above all their categories too. The objective to the practical part is the clarification and analysis of the fiscal rules and instruments when concentrating on the rules used in countries of European Union, or more precisely in the Eurozone, Switzerland and the Czech Republic. We will focus on their after-effects on the fiscal sustainability. At last but not least, we will propose a motion and suggestion of the appropriate fiscal rule for the Czech Republic.
