Abstract:

This master's thesis addresses the issue of hybrid threats and their impact on the European Union and its member states. The current era is characterized by rapid technological development and changes in the global political scene, bringing new challenges in the field of security and stability. The aim of the work is to bring closer the phenomenon of hybrid threats, their negative impact on the security and stability of the state, and to point out the possibilities of combating these threats at the EU level. Hybrid threats represent a complex phenomenon that combines various forms of aggression, including cyber attacks, disinformation campaigns, and political manipulation. The first part of the thesis focuses on defining the concept of hybrid threats and their typology through the analysis of official documents from the EU and the North Atlantic Treaty Organization (NATO). Subsequent sections address specific aspects of hybrid threats, such as the impact of Russian hybrid activities on EU security, disinformation campaigns, and potential targets of hybrid attacks. The thesis also analyzes EU measures and strategies to protect against hybrid threats and improve response capabilities. In conclusion, the effectiveness of these measures is evaluated, and recommendations are provided for further steps in combating hybrid threats within the EU. The results of this thesis contribute to a better understanding of the issue of hybrid threats and provide a basis for further research and actions to protect security and stability within the EU.

Abstract:

Táto diplomová práca sa zaoberá problematikou hybridných hrozieb a ich vplyvom na Európsku úniu a jej členské štáty. Súčasná éra je charakterizovaná rýchlym rozvojom technológií a zmenami vo svetovej politickej scéne, čo prináša nové výzvy v oblasti bezpečnosti a stability. Cieľom práce je priblížiť fenomén hybridných hrozieb, ich negatívny dopad na bezpečnosť a stabilitu štátu a poukázať na možnosti boja proti týmto hrozbám na úrovni EÚ. Hybridné hrozby predstavujú komplexný fenomén, ktorý kombinuje rôzne formy agresie, vrátane kybernetických útokov, dezinformačných kampaní a politických manipulácií. Prvá časť práce sa zameriava na definíciu pojmu hybridných hrozieb a ich typológiu prostredníctvom analýzy oficiálnych dokumentov EÚ a Severoatlantickej aliancie. Nasledujúce časti sa venujú konkrétnym aspektom hybridných hrozieb, ako je vplyv ruských hybridných aktivít na bezpečnosť EÚ, dezinformačné kampane a potenciálne ciele hybridných útokov. Práca tiež analyzuje opatrenia a stratégie EÚ na ochranu pred hybridnými hrozbami a zlepšenie reakcie na ne. Záverom je zhodnotenie účinnosti týchto opatrení a odporúčania na ďalšie kroky v boji proti hybridným hrozbám v rámci EÚ. Výsledky tejto práce prispievajú k lepšiemu pochopeniu problematiky hybridných hrozieb a poskytujú základ pre ďalší výskum a opatrenia na ochranu bezpečnosti a stability v EÚ.
