Operation and management of the security system of the Czech Republic in various states in danger of the Czech Republic

Abstract:

Diplomová práce se zabývá bezpečnostním systémem České republiky. Hlavním cílem je nalezení možného návrhu na optimalizaci daného systému. Předložená práce reflektuje ucelený teoreticko-analytický rámec kodaňské školy, z metodologického hlediska je pojata jako jedno-případová studie, kdy zkoumaným objektem je bezpečnostní systém ČR. Práce je členěna na teoretickou a praktickou část. V rámci teoretické části je nejprve představena problematika bezpečnostního prostředí a politiky. Dále jsou popisovány základní charakteristiky bezpečnostního systému a krizových stavů. Praktická část se za pomoci dílčí jedno-případové studie zabývá soudobými bezpečnostními hrozbami se zaměřením na tzv. „hybridní“ hrozby. Tato část dále obsahuje vyhodnocení strukturovaných rozhovorů, které byly vedeny s vybranými profesionály z praxe. Na základě autorova výzkumu, a jeho propojení s teoretickou částí práce, byly identifikovány některé oblasti bezpečnostního systému, které by bylo vhodné optimalizovat. Prvním návrhem je začít systematicky vzdělávat představitele samospráv v bezpečnostní oblasti, resp. stanovit alespoň nějakou úroveň jejich odbornosti. Další záležitostí, na kterou by bylo vhodné se zaměřit je jednoznačné legislativní definování bezpečnostního systému ČR. K zásadnějším novelizacím krizové legislativy je třeba přistupovat vždy s rozvahou. Dále by bylo vhodné zlepšit komunikaci a spolupráci za běžné situace i krizových stavů mezi institucionálními a výkonnými prvky bezpečnostního systému. V době krize zlepšit komunikaci s veřejností a přenechat více prostoru odborníkům. Velice důležitou oblastí, na kterou by bylo vhodné se zvláště zaměřit, je navazování nových styků a podpora stávajících s civilním sektorem. V době krize tyto soukromé společnosti co možná nejvíce zapojit do řešení nastalých událostí. Hybridní válčení představuje závažnou bezpečnostní hrozbu pro bezpečnostní systém ČR, která nabývá na aktuálnosti a významu. V této oblasti by bylo vhodné se soustředit především na ochranu kritické infrastruktury, kybernetický prostor a zvyšování povědomí veřejnosti.

Abstract:

This thesis deals with the security system of the Czech Republic. The main aim is to find a possible optimization of the system. It reflects a complete theoretical analytic framework of Copenhagen school. From the methodological point of view it is presented as a one-case study where the security system of the Czech Republic is the objective. The thesis is divided to theoretical and practical parts. In the theoretical part there are presented the issues of security settings and policy. Then there are described basic characteristics of the security system and the cases of emergency. The practical part, with the partial help of the one-case study, deals with contemporary security threats focused on so called „hybrid“ threats. This part also contains an assessment of structured dialogues with some professionals. In accordance with the author’s research and its connection with the theoretical part there were identified some fields of the security system suitable for optimization. The first suggestion is to start a systematic education of the autonomy representatives in the field of security, or at least to determine a level of their expertness. The other issue should be a clear legislative definition of the security system of the Czech Republic. A cardinal amendment of the crisis legislative should always be thought over. Moreover, it would be convenient to improve the communication and cooperation of both institutional and executive elements of the security system. In the time of a crisis to improve the communication with the public and render more space to the specialists. A very important field of focus should be making new connections with the public and supporting the ones which already exist. In the time of crisis it is necessary to involve the private companies in current situations as much as possible. The hybrid warring represents a very dangerous threat for the security system of the Czech Republic, even more important these days. In this area it should be good to concentrate on the critical infrastructure protection, cyber space and public awareness.
