Bakalářská práce je situována do dvou hlavních částí: teoretické a praktické. Teoretická část definuje základní pojmy a charakteristiky související s ochranou obyvatelstva a ochranou před povodněmi. Bachelor's thesis is structured into two main parts: theoretical and practical. The theoretical part defines basic concepts and characteristics related to population protection and flood prevention.
