Specific Features of the Transition and Democratization in Latin America

Abstract:

Práce se věnuje procesu demokratizace v Latinské Americe a předpokládá, že nevede ke konsolidaci demokratického systému. Pojem demokratizace je nejednoznačný, co autor, to jiný pohled na věc. Zde je tento proces brán jako stabilizace demokratických politických institucí a úspěchem by mělo být vyústění v konsolidaci. Důležitý je hlas lidu, demokracie pro svou existenci potřebuje podporu. Práce tedy považuje národy za hlavní činitele v procesu demokratizace. Přes poodhalení problematiky národů, národní identity, nacionalismu, se dostává k národní hrdosti a ukazuje, jak je podstatným prvkem. Podle důvěry, kterou lidé projevují institucím, vybírá ty, které jsou na vrcholu a ty, které jsou na nejnižších příčkách, a analyzuje jejich úlohu při demokratizaci, přičemž je vždy vybrána jedna země a uvádí se, jak instituce funguje v praxi. U většiny autorů zabývajících se tímto tématem se jako jeden z hlavních faktorů pomalé demokratizace objevuje ekonomická situace, která ani zde není vynechána. Práce dochází k závěru, že proces demokratizace nevede k úspěšné konsolidaci, jelikož je zde přítomna silná tradiční politická kultura podporující autoritářství a jsou zde určité faktory, které tomuto přerodu brání.

Abstract:

This diploma dissertation thesis deals with the democratization process in Latin America presuming it does not result in a consolidated democratic system. The notion of democratization is multivalent, each author having his/her own view on the issue. This process is considered here as stabilization of democratic political institutions with a consolidation of the system as its successful outcome. The voice of the people is important; democracy needs support for its existence. Therefore, the thesis considers the nations to be key agents of the democratization process and by lifting the veil of national issues, national identity and nationalism it proceeds to national pride and shows its significance. The thesis selects those institutions which, according to the level of trust that people have in institutions, are ranking highest and lowest and provides an analysis of their role in the democratization process whereas there is always one country selected reflecting the functioning of institutions in real life conditions. Most authors dealing with this topic refer to the economic situation which is to be one of the key factors of slow democratization process and it is not omitted here either. The thesis comes to the conclusion that the democratization process does not lead up to a successful consolidation as there is a powerful traditional political culture established supporting authoritarian regime as well as some other factors preventing this transformation.
