Abstract:

Tato práce se zabývá problematikou zahraniční pomoci za prezidentství George W. Bushe. Práce vychází z chápání zahraniční pomoci jako nástroje zahraniční politiky, který se bude měnit a vyvíjet v návaznosti na významné zahraničně-politické cíle a události. Ústřední hypotézou práce je tvrzení, že boj proti terorismu, jedna z nejvýznamnějších zahraničně-politických událostí Bushova prezidentství, se promítne i do trendů americké zahraniční pomoci. Práce se přitom snaží odpovědět na řadu souvisejících otázek, zejména pak, zda a jak se boj proti terorismu promítl do objemů zahraniční pomoci, její organizační struktury a geografických trendů její distribuce, zda byla bojem proti terorismu ovlivněna východiska pro udělování zahraniční pomoci, či zda byla zahraniční pomoc používána jako nástroj k odměně států, které s USA v boji proti terorismu spolupracovaly v rámci koalice ochotných. Práce v neposlední řadě detailně analyzuje americkou bilaterální zahraniční pomoc v tomto období a snaží se o identifikaci Bushova přínosu do této problematiky a o zasazení zahraniční pomoci tohoto období do kontextu americké zahraniční pomoci v minulosti.

Abstract:

This work deals with the issue of American foreign aid under the presidency of G. W. Bush. The work maintains that foreign aid is a tool of American foreign policy and as such it will be changing and evolving according to major foreign policy issues and goals. Fight against terrorism, the crucial foreign policy event of Bush´s presidency, will be thus reflected in the trends of American foreign aid in this period. The work attempts to determine, whether the amounts of disbursed aid, geographical patterns of its allocation and its organizational structure reflected the ongoing fight against terrorism and whether foreign aid was used as a reward for countries that cooperated with the United States within the coalition of the willing. Last but not least, the work analyzes American bilateral foreign aid in this period, attempts to identify Bush´s contributions into this field and places the foreign aid of this period into to context of American foreign aid in the past.
