Social protection expenditure as determinant of internal European migration: the case of Netherland between 2005-2018

Abstract:

Cílem diplomové práce je na příkladu Nizozemí v letech 2005 až 2018 stanovit vliv rostoucích výdajů sociálního zabezpečení na ekonomickou migraci mezi členskými státy EU, z čehož vyplývají doporučení pro sociální politiku ČR. Práce je zaměřená na Nizozemí, jelikož se jedná o zemi s vysokou mírou přistěhovalců ze států EU. Současně má tato země jedny z největších výdajů na sociální zabezpečení na obyvatele v rámci EU. K stanovení vlivu těchto výdajů na migraci je využívána metoda komparace a metoda regresní analýzy panelových dat 20 států EU. Pomocí komparace je zkoumán vliv jednotlivých složek sociálního zabezpečení na migraci. Dílčím cílem práce je zjistit, zda má změna struktury sociálního zabezpečení dopad na migraci mezi státy EU. Naopak regresní analýza sleduje dopad celkových výdajů na sociální zabezpečení na migraci, a to pomocí dvou regresních modelů, základního a rozšířeného. Modely zahrnují ekonomické, geografické a demografické vysvětlující proměnné. Dále je v diplomové práci stanovena hypotéza, která uvádí, že rostoucí výdaje sociálního zabezpečení v Nizozemí mají negativní a významný dopad na migraci ze států EU do této země. Výsledek práce není jednoznačný, jelikož je hypotéza potvrzená pouze výsledky rozšířeného modelu. V základním modelu je směr vlivu této proměnné negativní, avšak statisticky zanedbatelný. Stanovenou hypotézu proto nelze potvrdit. Vliv změny struktury sociálního zabezpečení na migraci byl v diplomové práci stanoven jako nevýznamný.

Abstract:

The aim of the diploma thesis is to find out what is the influence of increased social expenditures on internal European migration between 2005–2018, focusing on Netherland. Recommendations for the Czech Republic are formulated according to the results of this research. The main focus is on Netherlands as it is a country with high rate of immigrants among the EU states. Concurrently they have one of the highest expenditures on social protection per capita among the EU countries. Comparation and regression analysis of panel data are the methods used to determine the influence of social expenditures of 20 European Union countries. Comparation method is used to analyse the influence of individual components of social protection on migration. Partial goal of the thesis is to determine, if the change in structure of social protection has impact on migration among the EU countries. On the contrary, regression analysis examines the overall impact of social expenditures on migration using two regression models – basic and enhanced. Models include economical, geographical and demographical explanatory variables. Additionally, the hypothesis states that increased expenditures on social protection in the Netherlands have negative and significant impact on immigration to this country. The result of the thesis is not clear as the hypothesis was only confirmed with the results of the enhanced model. The basic model shows that the impact is negative, however statistically insignificant. Thus, the hypothesis cannot be confirmed. The influence of change in structure of social protection on migration was detected as insignificant.
