Design and implementation of a solution for the creation of electronic government forms using Microsoft Power Platform

Abstract:

Diplomová práce se zabývá problematikou tvorby elektronických formulářů státní správy. S blížící se účinností zákona o právu na digitální služby (ZoPDS) se tato problematika stává o dost významnější, jelikož jsou úřady de-facto nuceny za velice krátkou dobu vytvořit velké množství nových elektronických formulářů. Současná řešení elektronických formulářů povětšinou vyžadují přítomnost specialisty, který při tvorbě formulářů asistuje. Cílem práce je vytvořit proof of concept řešení, pomocí kterého by formuláře zvládli vyrobit běžní úředníci zcela samostatně, čímž by se tvorba formulářů výrazně urychlila. Součástí práce je analýza ZoPDS a stávajících formulářových řešení, na základě které jsou specifikovány požadavky na předmět řešení této práce. Pro vývoj jsou využity nástroje z Microsoft Power Platform, jmenovitě Power Apps a Power Automate. Vzhledem ke skutečnosti, že Power Apps nejsou schopné splnit veškeré požadavky řešení, věnuje práce zvýšenou pozornost vývoji specifické programové komponenty, která Power Apps o potřebné funkce rozšiřuje. Závěr práce je věnován uživatelskému testování a ověření použitelnosti řešení běžným uživatelem se znalostí PC odpovídající požadavkům na úřednické pracovní pozice.

Abstract:

The thesis deals with the issue of creating electronic government forms. With the coming into force of the Law on the Right to Digital Services, this issue becomes much more important, as authorities are de-facto forced to create a large number of new electronic forms in a very short period of time. Current e-form solutions usually require the presence of a specialist to assist in the creation of the forms. The aim of this thesis is to create a proof of concept solution, by which forms could be produced by ordinary civil servants completely independently, thus speeding up the creation of forms considerably. The thesis includes an analysis of Law on the Right to Digital Services and existing form solutions, based on which the requirements for the subject of this thesis are specified. Tools from the Microsoft Power Platform, specifically Power Apps and Power Automate, are used for development. Due to the fact that Power Apps are not able to meet all the requirements of the solution, the thesis pays special attention to the development of a specific software component that extends Power Apps with the necessary functionality. Last part of the thesis is dedicated to user testing and verification of the usability of the solution by an ordinary user with PC knowledge corresponding to the requirements of civil servant positions.
