Cílem této práce je zmapování období přechodu k demokracii na komunální úrovni ve městě Pardubice a určení jeho charakteru. Autorka nejprve popisuje systém fungování národních výborů s přímou aplikací na Městský národní výbor Pardubice. Dále se zabývá polistopadovými změnami v postavení obcí a měst. This work describes the transition to democracy at the local level in Pardubice. To find the changes associated with this period, the author first describes the system of national committees with direct application to the Municipal National Committee in Pardubice.
