Current gender trends in local government

Abstract:

Genderová problematika, což znamená vymezování vztahů mezi mužem a ženou, provází vývoj lidské společnosti od samého počátku. Ačkoliv se ve výrazné části světa jasně hovoří o rovnosti genderových pozic, existují též země, ve kterých je pod vlivem náboženství a ideologie genderová sociální role velice nízká. Ačkoliv je pohlaví člověka vnímáno jako biologický faktor a gender jako výsledek společenského vnímání, vedou se diskuse o vymezení těchto pojmů, vztahů mezi nimi a rozdíly. I když naprostá většina zemí uznává rovnost žen i mužů, přesto se vyskytují situace, ve kterých se prvky jisté nadřazenosti a určité výhody maskulinity objevují. Tato bakalářská práce je zaměřena na genderovou problematiku v oblasti veřejné správy a to na úrovni komunální sféry. Cílem této bakalářské práce je na příkladu konkrétního statutárního města porovnat pozice žen a mužů jednak ve voleném orgánu – zastupitelstvu a v pracovním zařaze- ní v rámci odborů magistrátu. Dalším cílem je vyhodnocení genderového projektu Společné příležitosti pro město Most, jehož předkladatelem a koordinátorem bylo statutární město.

Abstract:

Gender issues, which means defining the relationship between a man and a woman, accompany the development of human society from the very beginning. Although gender equality is clearly spoken in a significant part of the world, there are also countries where gender social roles are very low under the influence of religion and ideology. Although human sex is perceived as a biological factor and gender as a result of so- cial perception, there are discussions about the definition of these terms, the relation- ships between them and their differences. Although the vast majority of countries recognize gender equality, there are still si- tuations in which elements of some superiority and certain advantages of masculinity seem to be. This bachelor thesis is focused on gender issues in the area of public administration to the level of communal sphere. The aim of this bachelor thesis is to compare the position of women and men on the example of a particular statutory city both in the elected body - the council and in the job position within the departments of the municipality. Another aim is to evaluate the gender project Joint Opportunities for the City of Most, whose promoter and co- ordinator was the statutory city.
