Green public procurement: analysis of the situation at a selected municipality

Abstract:

Tato práce se zabývá environmentálně příznivým provozem veřejných institucí, tzv. zeleným úřadováním. Definuje, co je to zelené úřadování. Zabývá se historií vývoje tohoto konceptu jak v České republice, tak i v zahraničí. Teoretická část se věnuje mimo jiné i typologii Lutze Preusse (2009), který shrnul opatření místních samospráv v Anglii, podporující rozvoj místních ekonomik dle principů trvale udržitelného rozvoje. V teoretické části se práce dále snaží poukázat na možnosti environmentálně šetrného provozu veřejných institucí v České republice, a to na příkladu zeleného úřadování Ministerstva životního prostředí. Ve výzkumné části autorka pomocí metody kvalitativního výzkumu zjišťuje, jaké jsou faktory, které ovlivňují proces zavádění environmentálně šetrného provozu ve vybraných veřejných institucích. Porovnává výsledky zahraničních studií s výsledky svého výzkumu. V závěru navrhuje možné směřování budoucích studií v oblasti zeleného úřadování.

Abstract:

This thesis deals with the green public procurement. It first defines what the green public procurement is. Then it deals with the history of green public procurement in the Czech Republic and other countries. It works with a typology of sustainability initiatives of local government procurement in England by Lutz Preuss. The thesis goes on presenting possibilities of the green public procurement in Czech Republic, here it uses situation at the Ministry of the Environment as an example of the possibilities in the Czech Republic. The empirical part of the thesis attempts to find out the factors influencing the process of the green public procurement at the selected municipalities. The authoress uses the qualitative analysis (interviews) in this part. This thesis compares the results of foreign studies with results of this research and in the end concludes with offering possible ways in future research of the green public procurement.
