Abstract:

Bakalářská práce pojednává o informačních systémech a jejich využití při ochraně obyvatelstva v době mimořádné události v podobě pandemie COVID-19. Popisuje vlastnosti informačních systémů a jejich zdroje. Dále se zaměřuje na právní rámec pro informování obyvatelstva v době pandemie, krizové plánování a možnosti varování a informování obyvatelstva. Práce obsahuje popis pandemie, její fáze, tipy, jak by se dalo vzniku pandemie předejít a přehled informačních systémů, které v době pandemie COVID-19 vznikly. V poslední řadě se zabývá dopady pandemie na systémy veřejné správy a obyvatelstvo, nedostatky v informačních systémech a jejich možné řešení.

Abstract:

The bachelor's thesis discusses information systems and their use in the protection of the population during an emergency in the form of the COVID-19 pandemic. It describes the characteristics of information systems and their resources. It also focuses on the legal framework for informing the population during a pandemic, crisis planning and the possibility of warning and informing the population. The work contains a description of the pandemic, its stages, tips on how to prevent the pandemic and an overview of the information systems that were created during the COVID-19 pandemic. Lastly, it deals with the effects of the pandemic on public administration systems and the population, deficiencies in information systems and their possible solutions.
