Problems of increasing public deficit and public debt in the EU

Abstract:

Nowadays, the most current issue is the question of deficit and debt of individual countries, and not only in economic sphere. A general view has been created that the debt of some countries is beyond the means of repayment to its creditors; therefore the expenditures of governments are carefully monitored that are not vital at the moment. The aim of my thesis was to focus on the debt of individual countries, as well as on the general tendency of their increase. I was keen on the reasons of their origin as well as the tools that would reduce the debt to a generally acceptable level. The differences between the debt of developed and developing countries are quite large and now it appears that they generate great pressure on the country. They are expected to perform a penetrative debt reduction and a pursuit of balanced respectively, budget surplus. Such expectations mean major challenges for these countries, especially in periods when the economics is not growing at a pace at which we were accustomed to in the preceding period.

Abstract:

V dnešnej dobe sa stáva najaktuálnejšou témou nielen otázka deficitu a dlhu jednotlivých krajín, a to nie len v ekonomických kruhoch. Vzniká všeobecný názor, že dlhy v niektorých krajinách presahujú možnosti ich splatenia svojim veriteľom, preto sa veľmi pozorne sleduje každý jeden výdavok vlád, ktoré nie sú práve v tej chvíli nevyhnutné. Cieľom mojej diplomovej práce bolo zamerať sa na dlhy jednotlivých krajín, ako aj na všeobecnú tendenciu ich zvyšovania. Zaujímal som sa o dôvody ich vzniku ako aj nástroje, ktorými by sa dlhy dali znižovať na všeobecne prijateľnú úroveň. Rozdiely medzi dlhmi rozvinutých a rozvojových krajín sú dosť veľké a momentálne sa ukazuje, že vytvárajú veľký tlak na krajiny. Očakáva sa od nich vo väčšine razantné zníženie dlhov a snaha o vyrovnané resp. prebytkové rozpočty. Takéto očakávania sú veľkými výzvami pre tieto krajiny, zvlášť v období, keď ekonomiky nerastú takým tempom, na aký sme boli zvyknutý v predchádzajúcom období.
