Analysis of Factors Affecting Regional Differentiation of Support and Implementation of Priority Axis Supporting Employment and Workforce Adaptability of the Operational Program Employment in the Program Period 2014-2020

Abstract:

Diplomová práce se zabývá projekty v rámci první prioritní osy Podpora zaměstnanosti a adaptability Operačního programu zaměstnanost v programovém období 2014–2020. Cílem diplomové práce je zhodnocení faktorů a souvislostí ovlivňujících regionální diferenciaci realizovaných projektů z Operačního programu Zaměstnanost v programovém období 2014–2020, které byly podpořeny z první prioritní osy – Podpora zaměstnanosti a adaptability pracovní síly. Dle výsledků je potvrzeno, že míra nezaměstnanosti daného regionu a struktura uchazečů o zaměstnání jsou ve shodě s definičními znaky OPZ důležitými diferenciačními faktory. Podle respondentů z Úřadu práce je důležitým faktorem geografická poloha kraje vytvářející specifické předpoklady pro trh práce. Výrazným faktorem ovlivňující realizaci projektů je podle respondentů také pandemie covid-19.

Abstract:

The diploma thesis deals with projects within the first priority axis Supporting employment and workforce adaptability of the Operational Program Employment in the program period 2014-2020. The aim of the thesis is to evaluate the factors and contexts affecting the regional differentiation of implemented projects from the Operational Program Employment in the program period 2014-2020, which were supported from the first priority axis – Supporting employment and workforce adaptability. The results confirm that the unemployment rate of the given region and the structure of job seekers, in line with program definiton, are important differentiating factors. According to the respondents from the Labour Offices, an important factor is the geographic location of the region, which creates specific conditions for the labour market. The covid-19 pandemic is also a significant factor influencing the implementation of projects.
