Joint Regional Operational Programme as Unused Opportunity of Countryside

Abstract:

Práce poskytuje základní vhled do problematiky regionální politiky EU v prostředí ČR. Na vybrané skupině potencionálních žadatelů o dotace z evropských fondů specifikuje problémy, které mohly vyvolat zablokování jejich zájmů o využití těchto finančních prostředků. Konkrétně je práce zaměřena na Společný regionální operační program (SROP) a skupinu obcí do 2000 obyvatel regionu soudržnosti Moravskoslezsko. Důraz je kladen na analýzu vlivu čtyř faktorů při rozhodování této skupiny žadatelů o využití prostředků z evropských fondů. Jedná se o vliv informovanosti o možnostech čerpání finančních prostředků z fondů EU, vliv administrativní náročnosti přípravy, vliv povinnosti spolufinancovat daný projet žadatelem a vliv zájmu občanů o využití evropských dotací danou obcí. Na základě této analýzy práce ověřuje hypotézu, že podmínky pro čerpání finančních prostředků ze Společného regionálního operačního programu nebyly pro obce do 2000 obyvatel, tradičně považované za venkovské, nastaveny příznivě

Abstract:

Bachelor's thesis provides the basic insight into the topic of regional policy of EU. The problems are specified with potential applicants for grants of European funds. These problems could invoke a blockage of their interest of using these financial resources. The thesis is focused concretely on the area of Joint Regional Operational Programme and group of municipalities to 2000 inhabitants NUTS 2 Moravskoslezsko. The emphasis is placed on the analysis of four elements by the decision making this type of applicants about the using these resources from European founds. The thing is the foreknowledge influence of possibilities of financial resources exhausting from EU funds, influence of administrative demandingness of project preparation, influence of duty to co-financing of project by applicant and influence of inhabitants' interest in utilization of European grant by municipality. On the basis of this analysis the thesis verifies hypothesis that the conditions for the exhausting of financial resources from Joint Regional Operational Programme were setting unpropitious for municipalities to 2000 inhabitants, which are considered as the typical rural villages
