Abstract:

Tato bakalářská práce se zabývá proměnou instituce prezidenta v československém a českém politickém systému a v očích veřejnosti. Práce je rozdělena na tři části. První část práce je zaměřena na ústavy a funkci prezidenta v nich. V další části hodnotí skutečný vliv prezidentů na politický systém. To dokládá konkrétními příklady jejich jednání v určitých momentech. Poslední část je zaměřena na vztah veřejnosti k instituci prezidenta jako takové a jednotlivým prezidentům. Cílem práce je porovnat jednotlivé ústavy v oblasti prezidentských pravomocí, popřípadě zmínit ústavní milníky, které měly vliv na osobu prezidenta, dále zhodnotit skutečný vliv prezidenta na náš politický systém v průběhu času a také odpovědět na otázku, co je příčinou určitého vnímání prezidenta mezi veřejností.

Abstract:

This bachelor thesis deals with the transformation of the institution of the president in the Czechoslovak and Czech political system and in the eyes of the public. The thesis is divided into three parts. The first part of the thesis is focused on the constitutions and the function of the president in them. The next section assesses the real influence of presidents on the political system. This is evidenced by concrete examples of their actions at certain moments. The last part focuses on the public's relationship to the president's institution as such and to individual presidents. The aim of the thesis is to compare individual constitutions in the field of presidential powers, or to mention the constitutional milestones that affected the president, further evaluate the real influence of the president on our political system over time and answer questions about the president's public perception.
