Attenuation of internal combustion engines in the EU: support for electromobility from the point of view of the Czech Republic

Abstract:

Diplomová práce se zabývá problematikou zavádění elektromobilů na úkor spalovacích motorů v České republice, a to v kontextu zpřísňujících se emisních regulací CO2 a norem Euro, které udávají maximální množství oxidu uhličitého a dalších znečišťujících látek, které mohou být nově vyrobenými osobními a lehkými užitkovými vozidly vypouštěny do ovzduší. K dosáhnutí klimatické neutrality do roku 2050, Evropská unie v rámci legislativního balíčku Fit for 55 navrhuje doposud nejpřísnější návrh emisní regulace CO2. Dle daného návrhu musí všechna nově vyrobená osobní a lehká užitková vozidla po roce 2035 vypouštět nulové emise oxidu uhličitého. To de facto znamená definitivní zákaz výroby spalovacích motorů. K útlumu vozidel se spalovacím motorem vede i další návrh, norma Euro 7, která od roku 2025 usiluje o výrazné snížení znečišťujících látek, jako jsou oxid dusíku či prachové částice. Tyto emisní limity jsou natolik nízké, že jich výrobci vozidel nedosáhnou bez výrazných technických úprav spalovacích motorů. Tímto Evropská unie své členské země pobízí k podpoře automobilů založených na elektromotoru, které jsou schopny emisní cíle stanovené EU splnit. Práce analyzuje možné výzvy, kterým bude muset veřejná politika ČR čelit, pokud dojde k intenzivnímu přechodu na elektromobilitu. V této souvislosti práce sleduje současný stav zavádění elektromobility v České republice, přičemž poukazuje na možné ekonomické důsledky, kterým spotřebitelé při přechodu na tyto čistší technologie mohou čelit.

Abstract:

The diploma thesis deals with the issue of the introduction of electric cars at the expense of other combustion engines in the Czech Republic, in the context of tightening CO2 emission regulations and Euro standards, which represent the maximum amount of emissions and pollutants that can be emitted by newly manufactured passenger and light commercial vehicles into air. To achieve climate neutrality by 2050, the European Union is proposing the strictest proposal for CO2 emission regulation to date within the framework of Fit for 55 legislation. According to the proposal, all newly manufactured passenger and light commercial vehicles must emit zero fuel oxide emissions after 2035. This de facto means a definitive ban on the production of internal combustion engines. Another proposal, the Euro 7 standard, which aims to significantly reduce pollutants such as nitrogen oxides and dust particles from 2025, leads to the attenuation of vehicles with an internal combustion engine. These emission limits are so low that vehicle manufacturers cannot reached them without significant technical modifications to internal combustion engines. With this the European Union is encouraging its member countries to produce more cars based on electric motors that would fulfill the emission targets set by the EU. The thesis analyzes the possible challenges that the public policy of the Czech Republic will have to face if there is an intensive transition to electromobility. In this context, it monitors the current status of the introduction of electromobility in the Czech Republic, while the work of consumers points out the possible economic consequences that they may face when switching to these clean technologies.
