Abstract:

Tato bakalářská práce, jak již vyplývá ze samotného názvu, podává základní přehled o samostatné (samosprávné, přirozené) a přenesené (státní, cizí) působnosti obce. Působností se rozumí okruh činností, jimiž obec upravuje a spravuje určitou oblast společenských vztahů v rámci veřejné správy. Bakalářská práce je tématicky rozčleněna do šesti kapitol. První z nich má za úkol informovat o postavení obce v České republice. Druhá kapitola je věnována vymezení působnosti obce. Třetí se již podrobněji věnuje samostatné působnosti obce a následná, tedy čtvrtá kapitola, rozebírá působnost přenesenou. Pátá kapitola poskytuje základní informace o financování působnosti obce se zaměřením na příspěvek na výkon státní správy. Šestá kapitola řeší problematiku dozoru a kontroly nad působností obce.

Abstract:

Following the title itself, this Bachelor´s thesis provides the fundamental summary about the independent (self-governing, natural) and transferred (public, delegated) competence of the municipalities. By the term - competence {--} we mean the range of activities which are used for managing and regulating particular fields of social relations within the public administration. The Bachelor´s thesis is divided into six basic chapters. The first introductory chapter deals with the position of the fundamental self-governing unit (municipality) in the Czech Republic. The second chapter is concerned with the definition of the municipal competence. The third chapter focuses on the independent competence in a more detailed way whereas the transferred competence is enlarged in the following fourth chapter. The fifth chapter emphasizes the basic information about the funding of the municipal competence with a view to the benefit for the executive efficiency of the public administration. The final sixth chapter deals with the supervision and control over the municipal competence.
