Digital transformation of lifecycle management, one of the key pillars of the Czech Republic's defense capability

Anotácia:

Tato bakalářská práce se zabývá vlivem digitální transformace řízení životního cyklu (Life Cycle Management – LCM) obranných systémů na schopnost České republiky reagovat na současné bezpečnostní hrozby. Vychází z předpokladu, že moderní obrana je založena především na efektivním využívání dat, jejich integraci a schopnosti řídit komplexní systémy v dynamickém prostředí. Cílem práce je analyzovat dopady digitální transformace na řízení obranných schopností v průběhu jejich životního cyklu. Výzkumná otázka zní: Jak se projeví digitální transformace řízení životního cyklu na schopnosti České republiky reagovat na aktuální hrozby? Teoretická část vymezuje klíčové pojmy digitální transformace, LCM a schopnostního plánování a analyzuje proměnu charakteru hrozeb, roli technologií a dat a význam odolnosti a strategické autonomie státu. Praktická část se zaměřuje na aplikaci těchto principů v Armádě České republiky na příkladech projektů CV90 a F-35. Identifikuje hlavní nedostatky, zejména v oblasti integrace dat a využití digitálních nástrojů, a současně potvrzuje přínosy digitálního LCM v oblasti dostupnosti techniky, logistiky a rozhodování. Práce dospívá k závěru, že digitální transformace LCM je klíčovým faktorem pro zvýšení efektivity, odolnosti a dlouhodobé udržitelnosti obranyschopnosti státu.

Abstract:

This bachelor thesis examines the impact of digital transformation of Life Cycle Management (LCM) of defence systems on the ability of the Czech Republic to respond to contemporary security threats. It is based on the assumption that modern defence relies primarily on effective use of data, their integration and the ability to manage complex systems in a dynamic environment. The aim of the thesis is to analyse the impact of digital transformation on the management of defence capabilities throughout their life cycle. The research question is: How does digital transformation of life cycle management affect the ability of the Czech Republic to respond to current threats? The theoretical part defines key concepts such as digital transformation, LCM and capability-based planning, and analyses the changing nature of threats, the role of technologies and data, and the importance of resilience and strategic autonomy. The practical part focuses on the application of these principles within the Armed Forces of the Czech Republic, using the examples of CV90 and F-35 projects. It identifies major shortcomings, especially in data integration and use of digital tools, while confirming the benefits of digital LCM in terms of equipment availability, logistics and decision-making. The thesis concludes that digital transformation of LCM is a key factor for increasing the efficiency, resilience and long-term sustainability of national defence capability.
