Public expenditure on sport in the Czech Republic

Abstract:

Tato diplomová práce na téma Veřejné výdaje na sport v ČR mapuje situaci v oblasti podpory sporu v ČR z veřejných zdrojů, a to odděleně na úrovni státu a nižších územně správních celků. Jejím primárním cílem je komplexně zhodnotit současnou situaci, upozornit na hlavní problémy stávajícího systému a v návaznosti na ně navrhnout některá opatření, která by napomohla k jeho zlepšení. V úvodní části práce jsou rozebrány především ekonomická opodstatnění podpory sportu z veřejných zdrojů a veškeré přínosy sportu pro společnost. Další části se pak zabývají samotným systémem financování sportu, jeho vývojem od rozpadu federace a především zásadními změnami posledních let a jejich dopady, které celý systém markantně ovlivnily. Jednotlivé zdroje veřejné podpory sportu jsou zde diskutovány diferencovaně stejně tak jako tyto klíčové události posledních let, kterými byly například bankrot společnosti Sazka a.s., novela loterijního zákona, či dopady světové finanční krize. Závěrečné kapitoly práce pak shrnují problémy vyvolané těmito událostmi a v neposlední řadě také legislativní úpravu a nedostatky systému. Na jejich základě jsou zde následně navržena určitá opatření, která by mohla napomoci ke zlepšení současného stavu. Důležité je především nalezení nových možných doplňkových zdrojů financování, neboť dopady výše zmíněných událostí několik dříve významných doplňkových zdrojů ze systému vyloučily.

Abstract:

This final thesis on the topic Public expenditure on sport in the Czech Republic maps the situation in the sphere of public financing of sport in ČR, separately on the level of state and the level of municipalities. Primary aim of this thesis is to evaluate the present situation, point out the main problems of current system and in continuity of these problems to suggest some measures, which could help to improve the system. In the opening part of this thesis are discussed especially the economic reasons for supporting sport from public resources and all its benefits and positive externalities to the society. Following parts of this paper deal with the current system of sport financing, its development since the disintegration of the federation and especially the main changes of recent years and their impacts, which radically influenced all the system. The individual resources of sport public support are here discussed separately just like the above mentioned changes of recent years, which were for example the bankruptcy of the company Sazka a.s., the Lotteries Amendment Act or impacts of world financial crisis. Final chapters of this thesis summarize the main problems caused by these events and last but not least they also describe the legal framework and legislative shortcomings of sport financing. Based on this there are subsequently suggested particular measures, which could be helpful to improve the current situation. The most important is especially finding of new possible supplementary resources of financing because impacts of the above mentioned events excluded some of formerly important supplementary resources from the system.
