Determinants of the European sugar market

Abstract:

Cílem disertační práce je analyzovat determinanty evropského trhu s cukrem za účelem identifikace nejvýznamnějších trendů a jejich dopadů, které v oblasti produkce, spotřeby a obchodu s cukrem nastaly v průběhu posledních desetiletí. Analytická část práce je metodicky postavena na použití trendové analýzy a popisné charakteristiky světového trhu s cukrem se zaměřením na největší producenty, spotřebitele, vývozce a dovozce v letech 1960–2019. Na to navazuje několik dílčích analýz včetně analýzy vývoje komparativních výhod týkajících se zahraničně obchodních aktivit jednotlivých zemí EU. Na výsledcích analýzy komparativních výhod je postavena shluková a korelační analýza. Další použitou výzkumnou metodou je dvourovnicový ekonometrický model, který determinuje nabídku cukru a cenu cukru na trhu EU. Z výsledků provedených analýz vyplývá výrazná koncentrace teritoriální struktury vývozů uvnitř trhu zemí EU, a to zejména ve vztahu k vývozům cukrové řepy a rafinovaného cukru. Výrazně nižší míru teritoriální koncentraci vývozů vykazuje obchod s cukrovinkami. Na základě ekonometrického modelu vyplývá, že nabídka cukru na trhu EU je determinována objemem produkce cukru, počátečních zásob cukru, dovozu surového cukru a hektarovým výnosem cukrové řepy. Dále z modelu vyplývá, že cena cukru je determinována cenou cukru v předchozím období a politickými změnami. Na základě ekonometrického modelu byla vypočtena i predikce nabídky cukru a ceny cukru uvnitř EU. Z predikce vyplývá, že nabídka cukru na trhu EU bude klesat v letech 2020–2029 o 0,60 % ročně. Zároveň z predikce vyplývá, že cena cukru na trhu EU bude meziročně růst ve stejném sledovaném období o 2,85 %. Problémem evropského odvětví cukru je, že jej Evropané začínají konzumovat méně. S ohledem na predikování vývoj trhu s cukrem v EU, konkrétní doporučení autora cílí na užití cukrodárných rostlin pro nepotravinářské účely se zaměřením na biopaliva. To by mělo zlepšit ekonomickou životaschopnost pěstitelů cukrové řepy a řady navazujících odvětví.

Abstract:

The dissertation thesis aims to analyze the determinants of the European sugar market to identify the most important trends and their impacts on the field of sugar production, consumption, and trade over the past decades. The analytical part is methodically based on the trend analysis and descriptive characteristics of the global sugar market, focusing on the most prominent producers, consumers, exporters, and importers in the years 1960-2019. This is followed by several analyses including an analysis of the development of comparative advantages related to the foreign trade activities of EU countries. A cluster and correlation analysis are built on the comparative advantages analysis results. Another research method used is a two-equation econometric model determining the supply of sugar and the price of sugar in the EU market. The results of the analysis show a significant concentration of the territorial structure of exports within the EU market, especially concerning exports of sugar beet and refined sugar. The trade with confectionery shows a significantly lower level of territorial concentration of exports. Based on the econometric model results, the supply of sugar in the EU market is determined by the volume of sugar production, initial sugar stocks, raw sugar imports, and sugar beet yield per hectare. Furthermore, the model shows that the price of sugar is determined by the price of sugar in the previous period and political changes. Based on the econometric model, the prediction of sugar supply and sugar price within the EU was calculated. The prediction shows that the supply of sugar will decrease by 0.60 % per year in the years 2020-2029. At the same time, the prediction indicates that the price of sugar will grow by 2.85 % year on year in the same period. The problem for the European sugar industry is that Europeans are starting to consume less of it. Concerning predicting the development of the sugar market in the EU, the author's specific recommendations aim at the use of sugar plants for non-food purposes with a focus on biofuels. This should improve the economic viability of sugar beet growers and downstream industries.
