Unconventional Monetary Policy of ECB

Abstract:

Měnová politika ECB se v poslední dekádě výrazně proměnila, a to vlivem finanční, hospodářské a dluhové krize. Cílem této diplomové práce je analyzovat měnově-politický vývoj eurozóny v období před a po vypuknutí globální krize, zhodnotit dopady přijatých nástrojů a programů a vyvodit závěry o jejich úspěšnosti. První část diplomové práce se věnuje evoluci evropského měnového společenství, vymezení postavení ECB a charakteristice jejích standardních instrumentů. Další část se zabývá příčinami a průběhem světové krize a následnou reakcí centrálního bankovnictví s důrazem na analýzu nekonvenčních kroků podniknutých ECB a zhodnocení jejich efektivnosti. Součástí je také uvedení nástrojů použitých americkým FEDem a následná komparace přístupů obou měnových autorit. Práce dochází k závěru, že nestandardní měnové nástroje napomohly k obnově transmisního mechanismu, nicméně zatím nevedly k žádoucí stabilizaci cen.

Abstract:

Due to the financial, economic and debt crisis, the ECB's monetary policy has significantly changed. The objective of this master thesis is to analyze the evolution of the monetary policy implemented in the Euro area, both in the periods before and after the outbreak of the global crisis, assess the impact of adopted instruments and programs and conclude their effectiveness. The first part of this thesis is focusing on the evolution of the European Monetary Union, defining the position of the ECB and the characteristics of its standard instruments. The next part deals with the causes and the course of the world crisis and the subsequent reaction of the central banking, with special emphasis on the analysis of the unconventional steps taken by the ECB and assessment of their effectiveness. Furthermore, this master thesis also comprises a presentation of tools used by the American FED and the comparison of approaches of both monetary authorities. This thesis leads to conclusion that the non-standard measures helped to restore the transmission mechanism, nevertheless the haven't led to desirable price stabilization yet.
