Mental Health Care Centre - financing their creation and operation

Abstract:

Kliková, G. Centra duševního zdraví ‒ financování jejich vzniku a provozu, Diplomová práce. Brno: Mendelova univerzita v Brně, 2021. Tato diplomová práce řeší financování vzniku a pilotního provozu Center duševního zdraví, která jsou v reformě psychiatrické péče v České republice financována ze strukturálních fondů EU. Cílem bylo vyvodit výhody a nevýhody financování ze strukturálních fondů EU Center duševního zdraví v ČR. Vyvození bylo pro-vedeno na základě komparace financování českých Center duševního zdraví, belgických Center duševního zdraví a polských Center duševního zdraví v rámci reforem psychiatrické péče. Výsledkem je velká administrativní náročnost, omezenost v použití dotačních prostředků, protože jsou striktně vymezeny způsobilé výdaje, plnění indikátorů v průběhu pilotního provozu není zaměřeno také na kvalitu poskytovaných komunitních služeb a z nevyužitých dotačních prostředků není možnost vytvoření rezervy na provoz Centra duševního zdraví po skončení pilotního provozu. V závěru jsou formulovány doporučení pro eliminaci uvedených nevýhod pro větší efektivitu využití prostředků ze strukturálních fondů EU.

Kliková, G., Mental Health Care Centres – financing of their establishment and business test run, Master Thesis. Brno: Mendel University in Brno, 2021. This Thesis deals with financing of establishment and test run of Mental Health Care Centres, which have been financed by the EU Structural Funds since the implementation of the psychiatric care reform in the Czech Republic. The aim of the Thesis is to point out the pros and cons of financing of Mental Health Care Centres in the Czech Republic through EU Structural Funds. This was carried out by comparing the Czech Mental Health Care Centres, Belgian Mental Health Care Centres and Polish Mental Health Care Centres according to the psychiatric care reforms. As the results show, the facilities must deal with significant administra-tive responsibilities and limitations in the use of the grants because of the strictly given cost structures. They also struggle with fulfilling the indicators during their test runs because the indicators are not focused on the quality of community ser-vices and there is no possibility to reserve some of the unused funds for business operation after the test run is finished. The thesis concludes in recommendation for elimination of the mentioned cons in favour of more effective use of the grants from EU Structural Funds.
