Analysis of the open method of coordination in the field of youth participation

Abstract:

Předkládaná diplomová práce se zabývá aplikací otevřené metody koordinace v oblasti politiky mládeže. Práce neoperuje s obecnou formou této metody, ale s její konkrétní podobou, která je explicitně užívána za účelem koordinace mládežnických aktivit v Evropě. Konkrétní definici metody přináší Bílá kniha o mládeži, ve které Evropská komise vymezuje mechanismy, lépe řečeno kroky, otevřené metody koordinace, dle kterých má být politika mládeže prováděna. Záměrem diplomové práce je zanalyzovat tyto kroky tak, jak byly provedeny ve skutečnosti, a zhodnotit využití otevřené metody koordinace v tomto sektoru. Pro tento účel budou zmapovány dokumenty, které na evropské úrovni upravovaly problematiku participace od přijetí Bílé knihy o mládeži, čili v centru pozornosti práce budou zejména oficiální dokumenty evropských institucí. Cílem diplomové práce pak bude zaměřit se na odhalení nedostatků, které by tato metoda mohla ve svých krocích mít a jež by bylo zapotřebí odstranit, aby se otevřená metoda koordinace stala efektivním nástrojem pro řízení evropské politiky mládeže. Toto vše bude prokazováno v oblasti participace mladých lidí.

Abstract:

This master’s thesis focuses on the application of the open method of coordination in the field of youth policy. This thesis does not operate with a general form of the open method but with its particular form that is explicitly used for the coordination of European youth activities. The particular definition is brought by the White Paper on Youth, in which the European Commission defines mechanisms, or rather steps, of the open method of coordination, in accordance with which the youth policy to be implemented. The intent of this thesis is to analyse these steps and their real implementation and to evaluate the use of the open method of coordination in this sector. For this purpose, the thesis analyses documents that have regulated problems of the participation since the approval of the White Paper, especially official documents of the European institutions. The aim of this master’s thesis is to focus on identifying of the method’s weaknesses that have to be eliminated if the open method of coordination shall be an effective tool of European youth policy. All this is demonstrated in the field of the participation of young people.
