Abstract:

Diplomová práce je tematicky zaměřena na problematiku eGovernmentu v České republice. V teoretické části práce se autor zaměřuje na vymezení pojmů eGovernmentu, na jeho historii, vývoj až po současný stav. Z pohledu autora je rovněž důležité pochopení významnosti legislativního rámce, který eGovernment v České republice ovlivňuje včetně důležitých zákonů, vyhlášek, strategických dokumentů až po nařízení Evropské unie. Poslední část charakterizuje klíčové služby a elementy českého eGovernmentu. Vlastní část práce se zabývá významným nástrojem eGovernmentu, kterým je Portál občana. Hlavním cílem práce je analyzovat současný stav Portálu občana z pohledu běžného uživatele. V první části vlastní práce autor analyzuje vybrané služby s důrazem na analýzu poskytovaných služeb orgánů státní správy s praktickým ověřením a zhodnocením vybraných služeb. Následuje analýza veškerých metod přihlašování do Portálu občana s praktickým ověřením autora a komparace komunikace s vybranými zahraničními portály. Na základě jednotlivých zjištění a získaných praktických zkušeností s Portálem občana jsou formulovány návrhy a doporučení, které lze uplatnit v dalším rozvoji Portálu občana.

Abstract:

This diploma thesis is focused on the issue of eGovernment in the Czech Republic. In the theoretical part of the thesis the author focuses on defining the concepts of eGovernment, its history, and development up to the current state. From the author's point of view, it is also important to understand the significance of the legislative framework that affects eGovernment in the Czech Republic, including important laws, decrees, strategic documents and even European Union regulations. The final part characterizes the key services and elements of the Czech eGovernment. The actual part of the thesis deals with the Citizen's Portal, an important tool of eGovernment. The main goal of this dissertation is to analyze the current state of the Citizen's Portal from the perspective of the average user. In the first part of the thesis, the author analyzes the selected services with emphasis on the analysis of the services provided by state administration with practical verification and evaluation of the selected services. The following is an analysis of all login methods to the Citizen's Portal with author’s practical verification and comparison of communication with selected foreign portals. Based on individual findings and gained practical experience with the Citizen’s Portal, proposals and recommendations that can be applied in the further development of the Citizen‘s Portal are formulated.
