Sources of capital financing of municipal goverment

Abstract:

The aim of this thesis with name “Sources of capital financing of municipal government in chosen regions” is to analyse the possibilities of utilization sources of capital financing in municipal government on selected sample of different size units of municipal government in chosen district of Slovak republic and concurrently to formulate recommendations and suggestions for problems solving, which followed from their different situations. The work presents the results of analysis concerning capital financing of investments in communal in the district Ružomberok during the observed time period. We analysed the data gained during our research. We tested three hypotheses: First: local self-government gives the substantial part of expenditures to the building of primary infrastructure. Second: local self-government prefers no repayable funds to repayable ones when financing these investments. Third: own resources of self-government are insufficient on capital financing. The thesis presents the results of our own calculation and information from individual communes and their mutual comparison. In conclusion we give the proposals and recommendations, which could help self-government to eliminate or at least to reduce the identified problems to the acceptable level. Abstract:

Cieľom diplomovej práce s názvom „ Zdroje kapitálového financovania miestnej samosprávy“, s podtitulom na vybranej vzorke obcí, je analyzovanie využitia zdrojov kapitálového financovania miestnych samospráv na konkrétnej vzorke veľkostnej skupiny miestnych samospráv vybraného okresu na Slovensku a súčasne formulovanie návrhov a odporúčaní na riešenie problémov, ktoré vyplynú z ich rozdielneho postavenia. Diplomová práca obsahuje vlastnú analýzu obcí okresu Ružomberok, týkajúcu sa zdrojov kapitálového financovania investícií v jednotlivých obciach počas sledovaného obdobia, založenú na výsledkoch nami realizovaného prieskumu. Podstatou tohto prieskumu je analýza úradných dokumentov z jednotlivých obcí. Testujeme tri hypotézy. Prvá: miestne samosprávy podstatnú časť svojich výdavkov používajú na budovanie základnej infraštruktúry. Druhá: využíva miestna samospráva viac nenávratné ako návratné zdroje financovania. Tretia: vlastné zdroje samosprávy nepostačujú na kapitálové financovanie. Diplomová práca prezentuje výsledky na základe vlastných prepočtov a informácií z jednotlivých obcí a ich vzájomné porovnávanie. Na záver sa snažíme sformulovať návrhy a odporúčania, ktoré by mohli miestnej samospráve pomôcť problémy eliminovať, resp. znížiť na prijateľnú úroveň.
