Abstract:

Dostupnost bydlení je v České republice dlouhodobě významným tématem. Bakalářská práce se zaměřuje na hlavní formy státní podpory na trhu bydlení v České republice. Cílem bakalářské práce je analýza státní podpory na trhu bydlení v České republice mezi lety 2008-2018 a testování hypotézy, že většina finančních výdajů na podporu bydlení ze státního rozpočtu je vynaložena neefektivně. Teoretická část práce formou literární rešerše popisuje hlavní ekonomickou teorii související s politikou bydlení, poptávku a nabídku bydlení jakožto specifického statku. Praktická část práce metodu analýzy, komparace a dotazníkového šetření zkoumá hlavní formy státní podpory bydlení, kterými jsou: podpora stavebního spoření, podpora z Ministerstva práce a sociálních věcí České republiky, podpora ze Státního fondu rozvoje bydlení a podpora z Ministerstva životního prostředí České republiky. Hypotéza byla potvrzena. Nejvyšší výdaje na státní podporu bydlení ve sledovaném období byly vynaloženy prostřednictvím podpory z Ministerstva práce a sociálních věcí České republiky formou příspěvku na bydlení a doplatku na bydlení. Tyto dávky na bydlení neřeší příčiny bytové nouze, ale pouze její důsledky. Druhé nejvyšší výdaje na podporu bydlení byly vynaloženy prostřednictvím státní podpory stavebního spoření. Bylo potvrzeno, že lidé používají prostředky ze stavebního spoření na nebytové účely. Podpora prostřednictvím Státního fondu rozvoje bydlení podporuje stranu nabídky na trhu bydlení, která je v České republice nedostatečná. Podpora z Ministerstva životního prostředí České republiky zlepšuje kvalitu bydlení domácností.

Abstract:

The availability of housing has been an important topic in the Czech Republic over a long period. The bachelor thesis focuses on the main forms of state support in the housing market in the Czech Republic. The aim of the bachelor thesis is to analyse the state support in the housing market in the Czech Republic between 2008-2018 and to test the hypothesis that most financial expenditures on housing support from the state budget are spent inefficiently. The theoretical part of the work in the form of a literature search describes the main economic theory related to housing policy, demand, and supply of housing as a specific good. The practical part of the method of analysis, comparison and questionnaire survey examines the main forms of state housing support, which are: support for building society account, support from the Ministry of Labour and Social Affairs of the Czech Republic, support from the State Housing Development Fund and support from the Ministry of Environment. The hypothesis has been confirmed. The highest expenditures on state housing support in the monitored period were spent through support from the Ministry of Labour and Social Affairs of the Czech Republic in the form of housing allowance and housing supplement. These housing benefits do not address the causes of the housing shortage, but only its consequences. The second highest expenditures on housing support were spent through state support for building society accounts. It has been confirmed that people use building society accounts for non-residential purposes. Support through the State Housing Development Fund supports the supply side of the housing market, which is insufficient in the Czech Republic. Support from the Ministry of the Environment of the Czech Republic improves the quality of household living.
