Evolution and Condition of State Budget of Russian Federation

Abstract:

V dané bakalářské práci je zjištěno, že hospodaření Ruské federace je významně závislé na ceně ropy a hospodářských krizích. V období 1997–2017 je největší deficit státního rozpočtu Ruské federace zaznamenán právě v době krizí, konkrétně v letech 1998, 2009 a 2015. Ve stejných letech je sledován pokles tempa růstu HDP Ruské federace. Ve zkoumaném období je také pozorován pozitivní trend snížení vnějšího státního dluhu Ruské federace, vnitřní dluh však každoročně roste. Spolu s tím od roku 2012 Ruská federace hospodaří s deficitem státního rozpočtu, který je vyvolán rostoucím objemem federálních výdajů zejména na položky – sociální politika, národní obrana, národní bezpečnost a vymáhání práva. Ve vztahu ke struktuře příjmů a výdajů federálního rozpočtu Ruska v letech 1997–2017 se dá říct, že struktura příjmů a výdajů se téměř nezměnila, měnily se jen jejich podíly. V současné době má Ruská federace velký rozpočtový deficit, rostoucí státní dluh a dost pomalé tempo růstu ekonomiky státu. Současná struktura rozpočtu Ruské federace a trendy jeho rozvoje tedy nesplňují požadavky dlouhodobé fiskální stability a dlouhodobého hospodářského růstu.

Abstract:

It is found in this thesis that the economy of the Russian Federation is significantly dependent on the price of oil and economic crises. In the period 1997-2017, the largest deficit of the state budget of the Russian Federation was recorded during the crises in 1998, 2009 and 2015. The decline in the GDP growth and the positive disposition of the external debt reduction of the Russian Federation has been observed. However, the internal debt is growing every year. Furthermore, the Russian Federation has been managing a state budget deficit since 2012, which is due to the growing volume of federal spending, particularly on Social Policy, National Reform, National Security, and Law Enforcement. In relation to the structure of revenues and expenditures of the federal budget of Russia in 1997-2017, it can be said that the structure of revenues and expenditures almost weren’t changed; only their shares were changing. Currently, the Russian Federation has a large budget deficit, growing government debt and a rather slow pace of growth in the state's economy. Consequently, the current structure of the Russian Federation's budget and the trends of its development do not meet the requirements of long-term fiscal stability and long-term economic growth.
