Mass Casualty from the Perspective of the Medical Operations Center

Abstract:

Bakalářská práce se zabývá problematikou řešení hromadného neštěstí z pohledu zdravotnického operačního střediska. Práce je rozdělena na dvě hlavní části, část teoretickou a praktickou. Teoretická část bakalářské práce charakterizuje medicínu katastrof, mimořádnou událost a činnosti zdravotnické záchranné služby, při řešení hromadného postižení osob, spolu se zdravotnickým operačním střediskem, jakožto neodmyslitelnou součástí poskytování přednemocniční neodkladné péče. V další části seznamuje bakalářská práce čtenáře se složkami Integrovaného záchranného systému a jejich vzájemnou spolupráci při společném zásahu. Zabývá se také krizovou připraveností zdravotnické záchranné služby a vypracováním traumatologického plánu. V závěru teoretické části je popsán standardizovaný postup zdravotnického operačního střediska při vzniku mimořádné události s větším počtem zraněných. V praktické části je pomocí dvou reálných mimořádných událostí formou kazuistik ukázán celý proces řešení hromadného neštěstí od přijetí výzvy operačním střediskem, strategií činností na místě až po ukončení mimořádné události. Kazuistiky jsou primárně zaměřené na operační část řešení mimořádných událostí, spolupráci složek IZS a koordinaci poskytování přednemocniční neodkladné péče v místě zásahu. Ke každé kazuistice je uvedena diskuze a závěrečné zhodnocení. Hlavním cílem práce je seznámit čtenáře s tématy souvisejícími s hromadným neštěstím v rámci medicíny katastrof, které jsou následně aplikovány do ukázky případových studií.

Abstract:

The bachelor's thesis deals with the problem of solving a mass accident from the point of view of a medical operation center. The work is divided into two main parts, the theoretical part and the practical part. The theoretical part of the bachelor's thesis characterizes the medicine of disasters, mass accidents and their causes and the activities of the medical rescue service together with the medical operation center, as an inherent part of the provision of pre-hospital emergency care. In the next part, the bachelor's thesis introduces the reader to the components of the Integrated Rescue System and their cooperation during joint intervention. It also deals with the emergency preparedness of the medical emergency service and the creation of a trauma plan. At the end of the theoretical part, the standardized procedure of the medical operation center in the event of an emergency with a large number of injured people is described. In the practical part, the entire process of solving a mass disaster is shown with the help of two real emergencies in the form of case studies, from the acceptance of the call by the operations center, the strategy of activities at the site of the intervention, to the end of emergency. The case reports are primarily focused on the operational part of dealing with extraordinary events, the cooperation of the IRS components and the coordination of the process of pre-hospital emergency care at the point of intervention. A discussion and a final evaluation are included for each case report. The main aim of the work is to familiarize the reader with topics related to mass accidents within the framework of disaster medicine, which are subsequently applied to a sample of case studies.
