Abstract:

Tato diplomová práce bude pojednávat o problematice dotačního systému prevence kriminality a vybranými projekty v této oblasti se zaměřením na správní obvody obcí s rozšířenou působností Kralupy nad Vltavou a Most. Tato práce bude blíže popisovat, jak probíhá dotační řízení, jaké orgány a dokumenty jsou součástí tohoto procesu. Cílem této diplomové práce bude zhodnotit efektivitu programů prevence kriminality, které se pojí s dotacemi na vybraných obcích s rozšířenou působností. Teoretická část se bude zabývat objasněním problematiky dotací a prevence kriminality, vymezením základního pojmosloví a vybraných teorií, zahraničními zkušenosti ve zkoumané problematice, dále pak definicí dotačního systému prevence kriminality Ministerstva vnitra, bude též obsahovat samotný úvod do vybraných zkoumaných obcí s rozšířenou působností. Praktická část bude zahrnovat mimo jiné sumarizaci získaných výsledků výzkumného šetření, které bude založeno na rozhovorech či jiné formě komunikace s účastníky dotačního řízení, kteří zajišťují, respektive se podílí na implementaci jednotlivých programů prevence kriminality. Praktická část bude dále komparovat jednotlivé projekty na vybraných obcích s rozšířenou působností, bude předložen i rozbor sociálně vyloučených lokalit s návrhy a doporučeními pro možná zlepšení ale též zefektivnění práce s dotacemi ve zkoumané oblasti.

Abstract:

This diploma thesis will deal with the issue of the subsidy system of crime prevention and selected projects in this area, focusing on the administrative districts of the municipalities of Kralupy nad Vltavou and Most. This thesis will describe in more detail how the subsidy procedure is carried out, what authorities and documents are part of this process. The aim of this thesis will be to evaluate the effectiveness of crime prevention programs that are associated with subsidies in selected municipalities with extended jurisdiction. The theoretical part will deal with the clarification of the issue of subsidies and crime prevention, the definition of basic terminology and selected theories, foreign experience in the studied issue, as well as the definition of the subsidy system of crime prevention of the Ministry of Interior, it will also include the introduction to the selected municipalities with extended jurisdiction under study. The practical part will include, among other things, a summary of the obtained results of the research investigation, which will be based on interviews with the participants of the subsidy procedure who provide and participate in the implementation of individual crime prevention programmes. The practical part will also compare individual projects in selected municipalities with extended competence, and an analysis of socially excluded localities will be presented with suggestions and recommendations for possible improvements but also, to make the work with subsidies in the examined area more efficient.
