Social Services - Care for the Elderly in the Czech Republic

Abstract:

Cílem bakalářské práce je provedení historické analýzy a analýzy de lega lata současné české platné právní úpravy poskytování sociálních služeb. Současná podoba právní úpravy je prakticky zhodnocena a jsou uvedeny náměty na její změnu tzv. návrhy de lege ferenda. Pozornost je úzce specificky cílena na péči poskytovanou seniorům, osobám se zdravotním postižením, osobám s chronickým onemocněním, na formu poskytované péče, financování, dostupnost a samotnou dostatečnost. Bakalářská práce je rozdělena na dvě části: teoretickou a praktickou. V teoretické části je pozornost zaměřena na historický vývoj sociálních služeb v České republice. V další kapitole jsou popsány cíle, poslání a formy sociálních služeb. Popisuji kategorizaci služeb dle zákona č. 108/2006 Sb., o sociálních službách. V kapitole tři se zmiňuji o poskytovatelích sociálních služeb, kde v návaznosti v kapitole další popisuji aktuální poskytovatele sociálních služeb v Karlovarském kraji. Dále jsem pozornost zaměřila na finanční dostupnost, jakou pomoc a podporu formou nepojistných sociálních dávek je možné získat ze strany státu. Kapitola šest je věnována Slovenské republice, kde popisuji právní úpravu sociálních služeb, zabývám se komparační analýzou obou systémů. V praktické části je proveden vlastní průzkum, jako celkové doplnění především právní analýzy dané problematiky. Cílem tohoto zkoumání bylo především zjištění, do jaké míry jsou dotazovaní respondenti spokojeni s kvalitou jim poskytované péče. Na základě předem formulovaných otázek respondenti hodnotili celkovou spokojenost s kvalitou úrovně poskytnuté péče. Každá odpověď je graficky znázorněna a vyjádřena v procentech. Při analýze určité otázky jsem vycházela z informací, které jsem získala na základě rozhovorů s respondenty. Na praktických příkladech jsem se snažila poukázat na některé dílčí nedostatky v poskytování péče, dostupnosti služeb a jejich financování. Na základě závěrů z provedené analýzy de lega lata platné právní úpravy jsem formulovala návrhy na změnu tzv. vlastní návrhy de lege ferenda vedoucí ke zlepšení samotné praxe poskytování sociálních služeb v České republice.

Abstract:

The aim of the bachelor thesis is to perform historical analysis and analyze de lega lata the current Czech legal regulation of the provision of social services. The current form of legal regulation is practically evaluated and there are presented suggestions for its change, called de lege ferenda. The attention is narrowly specifically targeted at the care provided to retired people, at people with disabilities, at people with chronic illness, at the form od provided care, at funding and at the availability and sufficiency. My bachelor thesis is divided into two parts: theoretical and practical. In the theoretical part I have focused on the historical development of social services in the Czech Republic. The next chapter describes objectives, missions and forms of social services. I describe the categorization of services in accordance with Act No. 108/2006 Coll., On social services. In chapter three I mention social services providers and in the next chapter I describe current providers of social services in the Karlovy Vary Region. In addition, I have focused on the financial accessibility. I describe what kind of help and benefits as non-assured social benefits from the state can be obtained. Chapter six is devoted to the Slovak Republic. I describe the legal regulation of social services, I deal with the comparative analysis of both systems. In the practical part I dealt with my own research. I tried to complete the legal analysis of the given issue. The aim of the survey was mainly to find out how satisfied respondents are satisfied with the quality of care provided. On the basis of the pre-formulated questions, the respondents evaluated the overall satisfaction with the quality of the care provided. Each response is graphically depicted and expressed as a percentage. By the analysis of each question I based on the information I received on the basis of interviews with respondents. On practical examples, I have tried to point out some partial deficiencies in the provision of care, the availability of services and their financing. On the basis of the conclusions of the conducted analysis of the applicable legislation, I formulated proposals for a change - my own de lege ferenda suggestions leading to the improvement of the actual practice of provision of social services in the Czech Republic.
