The Impact of the Russo-Ukrainian Conflict on the Development of the Security and Defense Strategy of the European Union

Abstract:

Bakalářská práce se zabývá analýzou vlivu rusko-ukrajinského konfliktu na bezpečnostní a obrannou strategii Evropské unie. Konflikt mezi Ruskem a Ukrajinou, který eskaloval v roce 2014 anexí Krymu a v roce 2022 válkou na Ukrajině, přinesl nové výzvy a hrozby pro bezpečnost a obranu EU. V posledních letech se proměna bezpečnostní a obranné strategie EU stala zásadním a často diskutovaným tématem v mezinárodních vztazích. Konflikt může mít rozsáhlý dopad na mezinárodní systém. Téma je velmi aktuální a zásadní pro další vývoj bezpečnostní a obranné strategie EU. Cílem této práce je zjistit, jakým způsobem konflikt ovlivnil bezpečnostní situaci EU a jakým způsobem se změnila bezpečnostní a obranná strategie EU od roku 2014 do současnosti. Normativní a institucionální podstata bezpečnostní a obranné strategie tvoří vhodný základ pro využití konstruktivistického teoretického rámce. Metoda této práce vychází z propojení teorie řízení změn (Change Management) a konstruktivismu. Analýza se soustředí na tři hlavní fáze emergentní změny: vytvoření pocitu naléhavosti, vytvoření vize a strategie, dosažení krátkodobých cílů. Bylo zjištěno, že konflikt má komplexní dopad na EU ve všech oblastech bezpečnosti a splňuje tedy podmínku naléhavosti. Vliv rusko-ukrajinského konfliktu na vnímání bezpečnostních hrozeb měl eskalující charakter. EU reagovala na změnu bezpečnostní situace rozvojem své bezpečnostní a obranné strategie. V rámci toho vydala důležité strategické dokumenty. Pro zajištění bezpečnosti EU je stále klíčová spolupráce s NATO a strategická autonomie EU je zatím vzdálená. Válka na Ukrajině stále pokračuje a budoucí záměry Ruska nejsou jednoznačné. Proto je zásadní, aby bezpečnostní a obranná strategie EU byla dostatečně účinná a schopna rychlé reakce.

Abstract:

The bachelor's thesis deals with the analysis of the impact of the Russo-Ukrainian conflict on the security and defense strategy of the European Union. The conflict between Russia and Ukraine, which escalated in 2014 with the annexation of Crimea and in 2022 with the war in Ukraine, brought new challenges and threats to the security and defense of the EU. In recent years, the transformation of the EU's security and defense strategy has become a crucial and often-discussed topic in international relations. The conflict could have a significant impact on the international system. The topic is very current and essential for the further development of the EU's security and defense strategy. The aim of this thesis is to determine how the conflict has affected the security situation of the EU and how the EU's security and defense strategy has changed from 2014 to the present. The normative and institutional basis of the security and defense strategy provides a suitable foundation for the use of a constructivist theoretical framework. The method of this thesis is based on the connection between change management theory and constructivism. The analysis focuses on three main phases of emergent change: creating a sense of urgency, creating a vision and strategy, and achieving short-term goals. It was found that the conflict has a complex impact on the EU in all areas of security and thus meets the condition of urgency. The impact of the Russo-Ukrainian conflict on the perception of security threats had an escalating character. The EU responded to the change in the security situation by developing its security and defense strategy and issuing important strategic documents. Cooperation with NATO remains crucial for ensuring the security of the EU, and EU strategic autonomy is still distant. The war in Ukraine is ongoing, and Russia's future intentions are not clear. Therefore, it is crucial for the EU's security and defense strategy to be sufficiently effective and capable of rapid response.
