Possible use of the already canceled second pension pillar of the pension system from view of persons born between 1990 and 2000 in the Czech republic in 2020

Abstract:

Tato práce se zabývá zájmem generace občanů ve věku 20 až 30 let v ČR o vstup do druhého pilíře důchodového systému a jeho úpravami, které by zvýšily motivaci pro vstup u této věkové skupiny. V teoretické části je rozebrána všeobecná teorie penzijních systémů a penzijní systém v České republice. V praktické části je porovnáno zavádění druhého důchodového pilíře u států Visegrádské skupiny s poukázáním na finanční dopady těchto změn. Prostřednictvím zjištěných dat z vlastního dotazníkového šetření je zhodnocen postoj osob ve věku 20 až 30 let k důchodovému systému, především k druhému důchodovému pilíři. Pomocí porovnání dat z vlastního dotazníkového šetření v roce 2020 a zveřejněných průzkumů veřejného mínění v době zavádění druhého pilíře v ČR práce vyvozuje, že generace občanů ve věku 20 až 30 let v roce 2020 má větší zájem o vstup do druhého pilíře důchodového systému, než celá společnost v letech 2012 až 2013. Na základě vyhodnocených dat z dotazníkového šetření práce doporučuje úpravy konstrukce druhého pilíře důchodového systému, spočívající v možnosti vystoupit před důchodovým věkem a garanci fungování tohoto systému po celou dobu ekonomicky aktivního života pojištěnce, které by celoplošně zvýšily motivaci pro vstup do druhého pilíře důchodového systému.

Abstract:

This bachelor's thesis covers the attitude of citizens between 20 and 30 years old in the Czech republic towards the entry into the second pillar of the pension scheme and its adjustments which would increase motivaton for entry at this age group. The theoretical part deals with the general theory of pension systems and the pension system of the Czech republic. The practical part compares the implementation of the second pillar of the pension system in the states of Visegrad group pointing out the financial implications of these changes. Through the data obtained from the questionnaire survey, the attitude of citizens between 20 and 30 years old towards the pension system especially towards the second pillar is evaluated. When comparing the data obtained from the questionnaire survey in 2020 and published opinion polls at the time of the second pillar implementation in the Czech republic, the thesis concludes that the generation of citizens between 20 and 30 years old in 2020 are more interested in the entry to second pillar of the pension system than the whole society in the years from 2012 to 2013. Based on the data obtained from the questionnaire survey, the thesis recommends some modifications of the second pillar of the pension system consisting in the possibility to exit the pension pillar before the pension age and the guarantee of the system operation for the whole period of the working career of the insured person which would fully increase motivation for entering the second pillar of the pension system.
