Abstract:

Celá diplomová práce je orientována na obec jako základní stupeň územní samosprávy. V první části se zabývám její základní charakteristikou vyplývající ze zákona o obcích a dále následuje část týkající se hospodaření obce. Významná část je věnována daňové problematice obcí. Druhá část práce je zaměřena na účetní reformu ve veřejném sektoru, která byla zahájena 1. ledna 2010. S touto částí souvisí vytyčený cíl diplomové práce, a to analyzovat příslušné legislativní změny a další informace týkající se zavedení účetnictví státu s jejich následnou aplikací na konkrétní město.

Abstract:

The entire thesis is concentrating on the village as the basic level of the local authority. In the first part I deal with the essential characteristic of the village corresponding to the municipal law. This is followed by a section discussing the economy of the village. A significant part is devoted to the tax issue of municipalities. The second part is focused on the accounting reform in the public sector which began on 1 January 2010. The goal of my thesis is to analyze the relevant legislation changes followed by the application to a particular town.
