Change in the Management of Migration in Sicily in Years 2002-2020: Deepening Italian-Libyan Cooperation and EU Subsidy Policy

Abstract:

Tato diplomová práce se zabývá tématem managementu migrace, mezinárodními vztahy v oblasti migrace a schopností čerpání dotací Evropské unie. Konkrétně se zaměřuje na region Sicílie a jeho vývoj v souvislosti s migrací v letech 2002 až 2020. Region je analyzován v souvislosti s italsko-libyjskými vztahy v oblasti migraci a vzniklou migrační legislativou v daném časovém období, zároveň jsou ale tato fakta konfrontována s programem ESF a zapojením ESF projektů na území sicilského regionu. Práce využívá metodu komparativní analýzy v souvislosti s obsahovou kvalitativní analýzou. Na základě analýzy jednotlivých období text metodou indukce určuje souvislosti mezi bilaterálními vztahy Itálie a Libye a efektivitou čerpání dotací z evropského fondu ESF. Na základě těchto souvislostí došla práce k závěru, že prohlubování bilaterálních vztahů Itálie a Libye v oblasti migrace nepřispívá k efektivnějšímu regionálnímu čerpání evropských dotací z fondu ESF.

Abstract:

This master thesis deals with the topic of migration management, international relations in the field of migration, and the ability to draw subsidies from the European Union. Specifically, it focuses on the region of Sicily and its development in connection with migration between 2002 and 2020. The region is analyzed in connection with Italian-Libyan relations in the field of migration and the migration legislation created in the given time period, but at the same time, these facts are confronted with the ESF program and the involvement of ESF projects in the territory of the Sicilian region. The work uses the method of comparative analysis in connection with qualitative analysis. On the basis of the analysis of individual periods the text, using the method of induction determines the connections between the bilateral relations between Italy and Libya and the effectiveness of drawing subsidies from the European ESF fund. Based on these connections, the work came to the conclusion that the deepening of bilateral relations between Italy and Libya in the area of ​​migration does not contribute to more effective drawing of European subsidies from the ESF fund in Sicily.
